Syndicated Housing, now Merritt Community Capital, and has also served as a lead consultant
<br />to the Federal Home Loan Bank of Atlanta (Bank) in its dealings with FHA, Ginnie Mae and
<br />Freddie Mac. He advised the Bank's Chief Executive Officer and the Board of Directors on a
<br />wide range of community economic development and affordable housing initiatives throughout
<br />the nine state region of the Bank.
<br />Dr. Rosen served as lead faculty to the California Redevelopment Association (CRA) Housing
<br />Institutes. DRA was selected by CRA as the sole faculty for its Basic and Advanced Affordable
<br />Housing Institutes statewide. Additionally, Dr: Rosen was selected to lead the CRA Institute on
<br />RFP/RFQ Developer Negotiations, as well as CRA's groundbreaking Sustainable Development
<br />Institute.
<br />Dr. Rosen has served as financial, economic and development advisor to numerous California
<br />cities and agencies on long-term assignments. These include San Diego, Los Angeles,
<br />Sacramento, Oakland, San Jose, Sacramento, Long Beach, Oceanside, Poway, Los Angeles
<br />County, Vallejo, Pittsburg, Fremont, Rancho Cucamonga, Brea, Tustin, Orange, Irvine and many
<br />others. Assignments have included military base reuse, brownfield restoration, industrial park
<br />development, mixed use and affordable housing development, tax increment financing,, asset
<br />management, community development loan securitization, small business lending, developer
<br />selection, negotiation, pricing, terms and conditions analysis for debt and equity investments.
<br />He is an acknowledged national expert in all forms of affordable housing finance for both renter
<br />and owner housing. Dr. Rosen is a widely published author, and a nationally and internationally
<br />recognized speaker on affordable housing finance, development, land use and asset
<br />management.
<br />Dr. Rosen has led federal research efforts on tax and financial policy for affordable housing. He
<br />has briefed White House and senior Administration officials at a dozen federal agencies. He has
<br />advised I -IUD, FHA, Ginnie Mae, the Federal Home Loan Bank system, the Federal Housing
<br />Finance Agency, Freddie Mac, the World Bank and the International Finance Corporation on
<br />housing finance policy.
<br />Dr. Rosen maintains a global practice in affordable housing, land use, energy efficiency and
<br />renewable energy finance, development, policy and law, with clients Europe, Africa, South
<br />America and Australia.
