The residents of Santa Ana deserve better representation than this. If the Council proceeds with <br /> this vote tonight on the consent calendar, the Council will be improperly approving an already <br /> improperly reviewed ordinance, drafted in a flawed process, by conflicted officials who should <br /> have recused themselves from this item.
