(2) Bring an action for other legal, equitable, or summary remedy, such <br />as declaratory and injunctive relief. <br />(3) Pursue criminal prosecution, punishable by imprisonment in county <br />jail or state prison for up to one year, by a fine of up to $10,000, or <br />both; or a misdemeanor. <br />(4) Record a notice of violation. <br />(5) Withhold any or all future permits and approvals. <br />(6) Pursue all other administrative, legal, or equitable remedies that are <br />allowed by law or the city's code. <br />Section 6. The City Council hereby declares, based on the findings set forth <br />above, the urgency exists and that this Ordinance is necessary and appropriate to <br />preserve the public health, safety, and welfare. <br />Section 7. This ordinance shall become effective immediately upon its adoption. <br />Section 8. If any section, subsection, sentence, clause, phrase or portion of this <br />ordinance is for any reason held to be invalid or unconstitutional by the decision of any <br />court of competent jurisdiction, such decision shall not affect the validity of the remaining <br />portions of this ordinance. The City Council of the City of Santa Ana hereby declares that <br />it would have adopted this ordinance and each section, subsection, sentence, clause, <br />phrase or portion thereof irrespective of the fact that any one or more sections, <br />subsections, sentences, clauses, phrases, or portions be declared invalid or <br />unconstitutional. <br />Section 9.
