The County was faced with the burden of <br />administering these funds by creating new grant programs, monitoring subrecipients for compliance, <br />and documenting their rationale for the funding decisions they made. <br />Grant Thornton initially developed a comprehensive guide to the administration of stimulus funding <br />and continues to provide regulatory guidance to the County's Chief Fiscal Officer and County <br />Executive.
