Appendix <br />ATTACHMENT 1 <br />SCOPE OF WORK <br />CITY OF SANTA ANA <br />REQUEST FOR PROPOSALS <br />FOR <br />GRANT WRITING SERVICES <br />FOR <br />SANTA ANA BOULEVARD GRADE SEPARATION <br />RFP NO.21-111 <br />INTRODUCTION/PROJECT BACKGROUND <br />The City of Santa Ana Public Works Agency (City) desires to enter into an agreement with a <br />qualified consulting firm to lead efforts to develop a funding plan and successfully apply for <br />appropriate grants for the Santa Ana Boulevard Grade Separation project at the LOSSAN Corridor <br />crossing (referred to from hereon as "PROJECT"). The proposed grade separation is adjacent to <br />the Santa Ana Regional Transportation Center (SARTC). The selected consultant will be required <br />to perform the following major tasks: <br />PROJECT Management & Administration: <br />o Meetings <br />o Monthly reports <br />o Other areas support <br />Grant Funding and Stakeholder Partnerships <br />o Funding needs analysis <br />o Grant funding research <br />• Develop grant proposals and secure funding for various PROJECT <br />phases: <br />• Update environmental documents and preliminary engineering <br />• Perform final design <br />• Right-of-way Acquisition and Relocation <br />• Construction technical support <br />• Cost benefit analysis <br />o Lead efforts to obtain support and financial contributions from PROJECT <br />stakeholders and impacted railroad companies. <br />PROJECT BACKGROUND <br />The proposed grade separation at Santa Ana Boulevard is in conjunction with the City's <br />Santa Ana Regional Transportation Center (SARTC) Master Plan located at 1100 East <br />Santa Ana Boulevard, which entails new station areas, additional parking and improved <br />City of Santa Ana RFP 21-111 <br />Page Al -1 <br />
