Thanked <br />the Santa Redistricting Coalition for taking Sullivan into account and for ensuring <br />that the city has options for equitable maps that do not continue to separate <br />communities such as Willowick and Sullivan. <br />Speaker spoke in support of maps, SARC1 and SARC2, submitted by the Santa <br />Ana Redistricting Coalition. <br />Irene Bautista with Orange County Congregation Community Organization <br />(OCCCO) spoke in support of maps, SARC1 and SARC2, submitted by the Santa <br />Ana Redistricting Coalition. Expressed concern with Santa Ana Goals map. <br />Thanked council for extending the deadline. <br />Mayor Sarmiento closed the public hearing at 8:28 p.m. <br />Council discussion ensued and direction provided to staff and consultant. <br />Councilmember Lopez reiterated concerns heard from the community regarding <br />map F. Expressed support draft plans SARC1, A, and J. <br />Councilmember Hernandez concurred with Councilmember Lopez. Spoke on the <br />importance of taking into account social justice and equity. Expressed concern with <br />maps: D, E, J and VietRISE 1. Expressed support for maps A and A2. Noted <br />reasons why he was unable to support SARC1 and SARC2. Noted that <br />marginalized communities must be included. <br />Councilmember Mendoza reiterated support for map #86566, known as map F, and <br />provided reasons for supporting it. <br />Mayor Pro Tem Bacerra provided reasons for supporting map F. <br />Councilmember Phan spoke on the various communities of interest that exist and <br />the difficulty of establishing them. Inquired about Section 2 district. <br />Consultant Paul Mitchell addressed council regarding Section 2 Voting Rights <br />district. <br />Councilmember Phan noted that the SARC maps only have four 50 plus 1 Latino <br />City Council 15 2/1/2022 <br />
