Council discussion ensued and provided direction to staff. <br />Councilmember Phan requested consultant to look at adding consideration for <br />overnight parking only and technology apps. <br />Mayor Pro Tem Bacerra requested staff to look at parking on a neighborhood wide <br />basis. Inquired about enforcement. <br />Executive Director of Public Works Agency Nabil Saba noted that enforcement is <br />managed by the Police Department and contractor. <br />Mayor Pro Tern Bacerra requested information be sent to council to know <br />what enforcement effort looks like. <br />Councilmember Penaloza requested to move away from stickers and consider <br />placards instead. <br />Councilmember Lopez asked staff to be intentional in their outreach and include <br />neighborhoods that have condos and apartments. Asked that the Request for <br />Proposal (RFP) consider how single-family versus multi -family homes are treated. <br />Requested that City Attorney Sonia Carvalho follow-up with her about a 2015 <br />opinion made by former General Attorney Harris of California stating that local <br />government cannot discriminate among residents based upon their dwelling type. <br />Inquired if the opinion was binding. <br />Councilmember Mendoza requested a section be included in the regulations to <br />exempt those that have the disabled placards. <br />Councilmember Hernandez concurs with colleagues' comments. Is in support of <br />having visible placards in the rearview mirror. Noted that many communities such as <br />Logan, Santa Anita, and Artesia Pilar, particularly in the area closer to the Santa Ana <br />College and the Our Lady of the Pilar Church, have reached out to him expressing <br />their concern with parking. Asked staff to look into these areas to mediate parking <br />issues. <br />Mayor Sarmiento provided direction to staff to find creative ways for joint use of Santa <br />Ana Unified School campuses. Also, directed staff to compel developers who <br />introduce multi -family housing to incorporate stacked parking. <br />CLOSED SESSION REPORT — The City Attorney will report on any action(s) from Closed <br />Session. <br />MINUTES: City Attorney Sonia Carvalho stated there was no reportable action. <br />City Council 5 2/1/2022 <br />
