Management Partners' services include everything required <br />to support local government leaders, including organization assessments, performance <br />management, process improvement, strategic planning, and financial planning, budgeting and <br />analysis. <br />Proposed Plan of Work <br />Our approach involves learning about and understanding the issues related to adoption of lobbyist <br />registration requirements in the City and the relationship between existing state and local reporting <br />regulations. We will review existing documents including video segments of meetings and speak with <br />affected stakeholders as necessary. This proposal assumes all work will be done virtually. The plan of <br />work anticipated for the engagement is described below. <br />Activity 1— Start Project and Gather Information <br />We will begin with a careful learning phase. This start-up activity forms the foundation of the <br />relationship between Management Partners' team and the City's project team. This activity will include <br />the following tasks. <br />• Conduct Kickoff Meeting. We will meet with the appropriate City staff and others as designated <br />to understand the genesis of the engagement, objectives and obtain background information. <br />• Review background materials. We will review materials that will provide context and <br />understanding of the issues involved. <br />Conduct interviews. We will conduct confidential interviews as needed with up to six <br />individuals. These may include representatives from the City Manager's Office and the City <br />Attorney's Office. The purpose of the interviews is to ascertain issues related to lobbyist <br />registration and reporting requirements. Potential questions are listed below: <br />o What led to the recommendation of the original ordinance? <br />o What is working well with the current Council reporting and disclosure requirements? <br />o What are your concerns? Are there gaps or deficiencies in reporting? <br />o What do you hope will result from this process? <br />o What specific changes would you like to see? <br />o What do you see as impediments to change? <br />At the conclusion of this activity, we will develop themes from the interviews and identify any additional <br />information gathering work that will round out our understanding of the issues surrounding lobbyist <br />registration and reporting requirements. <br />Activity 2 — Conduct Peer Comparisons and Research Best Practices <br />During this activity we will research lobbyist registration requirements adopted in peer cities, as <br />identified by Management Partners and the City's project team. Research will include lobbyist <br />registration and reporting requirements, revenue and expenditure limitations, penalties forviolation, <br />administration of the registration process, and enforcement of regulations. <br />Understanding the uniqueness of the City of Santa Ana, we will use these data as a point of comparison <br />to assess the adequacy of current requirements and advantages and disadvantages of new regulations. <br />We will conduct additional research as appropriate into best practices used by municipalities to <br />supplement our work and compare. <br />0 <br />
