Orozco, Norma <br /> From: Romina Y <romina.yamashiro84@gmail.com> <br /> Sent: Monday, February 28, 2022 4:39 PM <br /> To: eComment <br /> Subject: City Council Meeting Public Comment <br /> Attachments: OCAC_NOI_2021-22.pdf, OCAC_NOI_2020-21.pdf, SA+-OCAC-County of Orange - <br /> 2016.pdf, OCAC - Open Admission.02.28.22jpg <br /> PUBLIC COMMENT for the City Council Meeting on Tuesday, March I st, 2022 <br /> Dear All, <br /> As a Santa Ana resident and business owner, I am utterly disappointed with the lack of services <br /> provided by OC Animal Care. <br /> I am attaching the contract between the city of Santa Ana and OC Animal Care executed in 2016 <br /> along with the required Notice of intent filed for 2020-21 and 2021-22 - <br /> A list of services OCAC (County) must provide is listed on pages 48-50 which includes: <br /> - Impounding of stray animals and of owner-released animals <br /> - emergency transportation of injured animals, impounded animals to a veterinarian <br /> - Advice to residents regarding other animal concerns <br /> - Public display of animals <br /> - Reasonable effort towards animal placement <br /> - Veterinary services and spay/neuter surgeries <br /> I am also attaching a screenshot of OCAC's website saying they are an "Open Admission" <br /> The Shelter has refused to take strays or healthy animals (cats) from the public on several occasions <br /> with several witnesses to attest to this. They only take "injured or dangerous" animals at the <br /> moment. At the moment has been for almost 2 years now. Not only that but adoptions are per <br /> appointment only making the adoption process a lot more difficult and witness accounts attest to <br /> having called the shelter and nobody picks up the phone, being on hold for long periods of time, <br /> setting up an adoption appointment, and having to wait outside for over an hour over their <br /> appointment time, etc. <br /> OCAC Continues to refuse to help the cat community with our TNR (Trap, Neuter, Return) efforts <br /> in order to minimize or somewhat stabilize the feral and community cat population. Even though <br /> this was a written agreement of the JVR strategic plan paid by the county and used for the <br /> agreement to build their new 35$ million dollar facility. <br /> In summary, I would like the city of Santa Ana, its attorney and officials to look into the contract in <br /> place with OC Animal Care and demand they actually perform their services contracted for. They <br /> also failed to note the change in services provided in their NOI submitted to the county and the <br /> cities. Perhaps it is time to re-evaluate the contract in place. <br /> 1 <br />
