Attachment A - Joint Agreement for 800 MHz CCCS <br />Page 10 of 83 <br />2) Lead Agency gathers relevant information to determine the feasibility of the <br />request and the potential benefit to existing Partner Agencies and overall public <br />safety in Orange County. <br />4) Lead Agency presents the request to the Governance Commituee at a <br />Governance Committee meeting. The Governance Committee shall approve or <br />disapprove the addition of the Mutual Aid Agency. <br />3.3.2 Mutual Aid Agency Access and Limitations <br />Mutual Aid Agencies are only allowed access to use the common <br />talkgroups/channels and the mutual aid channels associated with other systems <br />that are included in our radio programming. Mutual Aid Agency use of the <br />System is restricted to the actual duration of a mutual aid incident. Mutual Aid <br />Agencies do not have a role in defining the operation of the System. The <br />inclusion or exclusion of Mutual Aid Agencies in the System will be determined <br />by the Governance Committee and will be reviewed annually or as needed. <br />3.33 Mutual Aid Agency Financial Responsiblities <br />Mutual Aid Agency financial responsibilities are outlined in section 5.2.5 below. <br />4.0 SYSTEM ADMINISTRATION <br />The Lead Agency shall have the authority and responsibility to maintain the proper operation of the <br />System. The Lead Agency shall be responsible for maintaining, managing, and operating the System, <br />which includes staffing the System Watch Network Operations Center on a continual basis (e.g., <br />240065), assuring the seamless operation of the System. <br />4.1 System Equipment <br />The Lead Agency shall approve and evaluate all equipment and new technology for use with the <br />system to ensure that it meets the requisite technical standards and requirements. Approved <br />equipment must meet the standards set by the Federal Communication Commission as well as any <br />Federal, State, and Local Laws. <br />4.2 System Subscriber Equipment <br />Each Member Agency is responsible for the maintenance, management, and operation of its <br />System Subscriber Equipment. A Member Agency may establish a System Subscriber Equipment <br />maintenance contract with the Lead Agency. <br />Prior to making any modifications to System Subscriber Equipment, including but not limited to <br />adding radios or alteration to dispatch center equipment, Member Agencies must request such <br />modifications to be reviewed and approved by the Lead Agency as outlined in section 4.4. <br />4.3 Dispatch Centers <br />Member Agencies may operate their own Dispatch Centers at their discretion. Individual <br />Member Agencies that manage their own Dispatch Centers shall be responsible for the day to day <br />maintenance, management, and operation of those Dispatch Centers, equipment and associated <br />facilities. Day to day dispatch operations and protocols shall be left to the individual Members <br />10 <br />
