The Lead Agency will not be responsible for the maintenance or management of <br />Members Agencies' individual Dispatch Centers unless a Member User contracts with the Lead <br />Agency for maintenance, management, or operations. <br />4.3.1 Dispatch Center Equipment <br />Dispatch Center Equipment must meet the technical standards as outlined in Section 4.1. <br />4.3.1.1 Dispatch Center Required Equipment Upgrades <br />The Governance Committee may mandate equipment upgrades for Member <br />Agencies Dispatch Center Equipment. If the Governance Committee mandates <br />an Equipment Upgrade to Members Agencies' Dispatch Center Equipment, then <br />the Members Agencies must upgrade their equipment as directed by the <br />Governance Committee. <br />4.3.1.2 Dispatch Center Non -Required Equipment Upgrades <br />Members Agencies may upgrade their Dispatch Center equipment and associated <br />facilities at their own cost without coordination with the Lead Agency so long as <br />the upgrade will not adversely affect the System itself However, Member <br />Agencies must coordinate with the Lead Agency as outlined in the System <br />Modifications section 4.4, below, when upgrading or modifying any Dispatch <br />Center equipment vital to the operation of the System. Dispatch Center <br />Equipment modification requiring coordination with the Lead Agency includes, <br />but is not limited to: computer equipment, software, consoles, routers, switches, <br />gateways, firewalls, control stations, and antenna systems. <br />4.4 System Modifications <br />The System will require occasional routine modifications, which shall be conducted as outlined in <br />this section. <br />4.4.1 System Modifications requiring Governance Committee Approval <br />The following System Modifications require the pre -approval of the Governance <br />Committee, as outlined in the Governance Committee By -Laws: <br />A. Addition of any New Member Agencies to the System. <br />B. Any modification that adds a financial burden shared by the Member Agencies. <br />C. Any modification that would affect a System User other than the requesting <br />Member Agency. <br />The Lead Agency is required to provide a report and recommendation to the Governance <br />Committee on any proposed System Modification that requires Governance Committee <br />approval. The Lead Agency report and recommendation must provide a financial <br />analysis of the System Modification, if appropriate, and an estimated timeline to <br />complete the System Modification. <br />The Lead Agency is responsible for implementing any Governance Committee approved <br />modification. <br />11 <br />
