Attachment A - Joint Agreement for 800 MHz CCCS <br />Page 4 of 83 <br />1.0 GENERAL <br />1.1 System <br />The 800 MHz Countywide Coordinated Communications System (800 MHz CCCS) will be <br />referred to as the "System." The System shall be maintained by the Orange County Sheriff - <br />Coroner Department's Technology Division (hereinafter referred to as "Lead Agency"). <br />1.2 Definition of Terms <br />• "System" is defined as a multichannel digital trunked radio communications system enabling <br />interoperability among all participating City and County law, fire, public works, and <br />lifeguard/marine safety departments. The System components also include transmitting <br />/receiving sites, microwave networks, IP networks, dispatch consoles, control stations, and <br />field equipment (mobile and portable radios). <br />• "Governance Committee" is established by the Board of Supervisors and Partner Agencies to <br />the Joint Agreement to facilitate the operation, maintenance, and financial management of the <br />system. The Governance Committee is comprised of nine (9) members as identified in the <br />Governance Committee Bylaws, attached hereto as Attachment A. <br />• "Governing Authorities" are the City Councils, the Orange County Board of Supervisors, and <br />the Orange County Fire Authority Board of the Partner Agencies, responsible for approving <br />certain substantive modifications or amendments to this agreement where such approval <br />authority has not been expressly delegated to the Governance Committee. <br />• "Law Enforcement Agency" is defined as all governmental Law Enforcement Agencies <br />operating primarily within the limits of Orange County, including, but not limited to: Orange <br />County Sheriff -Coroner Department, Orange County City Police Departments, Orange <br />County District Attorney's Office, and Orange County Probation Department. <br />• "Lead Agency" is designated to be the Orange County Sheriffs Department (OCSD) <br />Technology Division that will be responsible to manage, maintain, and enhance the System <br />and its respective Standard Operating Procedures (SOP). <br />• "Marine Safety" is defined as and shall include all governmental and private lifeguard <br />agencies operating primarily within the limits of Orange County. <br />
