Attachment A - Joint Agreement for 800 MHz CCCS <br />Page 5 of 83 <br />• "Member Agency" is defined as an agency authorized by the Governance Committee to use <br />the System. Members include the Lead Agency and Partner Agencies. <br />• "Mobile Radio' is defined as two-way radio equipment installed in a vehicle to provide <br />communications for the vehicle operator. <br />• "Mutual Aid Provider" is any governmental organization not otherwise defined in this <br />ement that will provide short term assistance across jurisdictional boundaries during an <br />e ergency or planned event that exceeds local resources. Mutual aid use of the System will <br />be restricted to the timeframe of the mutual aid incident. <br />• "New Partner Agency" are Partner Agencies added after the adoption of this Joint <br />Agreement. <br />• "Parties" are all those entities that are authorized users of the System and have signed this <br />agreement. <br />• "Partner Agency" are authorized subscribers to the system who agree to share in the System <br />Operational Costs to administer, maintain, and upgrade the technology by providing recurring <br />rate schedule payments. <br />• "Portable Radio' is a two-way radio equipment that is rechargeable, and handheld or belt <br />carried. <br />• "Radio Site" is defined as a location, which consists of a building, systems within the <br />building, and a tower. <br />• "Sponsored Agency" is any agency approved to use the System under sponsorship of a <br />Partner Agency. <br />• "Sponsoring Partner Agency" is a Partner Agency that wishes to sponsor a Sponsored <br />Agency. <br />• "Subscriber Unit' is defined as the subscriber radios and other devices that utilize the System, <br />This includes dispatch operator positions, mobile radios, portable radios, cellular based <br />devices and any other device that allows a user to communicate over the System. <br />• "System infiastructure" is defined as all associated radio and support equipment required to <br />establish a radio network on which user radios can operate to communicate throughout the <br />County of Orange. System infrastructure includes, but is not limited to, servers, switches, <br />routers, data lines, base station radios, microwave technology, and firewalls. <br />• "System Operational Costs" are the expenses required to administer, maintain, and update the <br />System. <br />
