Attachment A - Joint Agreement for 800 MHz CCCS Page 42 of 83 <br />Member Agencies, or, if it is unknown whether the change will have such an impact, the Agency <br />planning to make the change shall submit the planned policy change in writing to the Lead <br />Agency for evaluation. <br />The Lead Agency will address Member Agency policy change notices with respect to their <br />Impact on the System and other Agencies. The Lead Agency will inform the Governance <br />Committee Chair of the decision regarding the policy change if it is determined that the change <br />will impact the System or other Member Agencies. <br />A written notice of any planned operational policy change submitted to the Lead Agency shall <br />include; <br />• Description of the policy being changed <br />• Reason for the planned policy change (including the potential consequences if the <br />request is not approved) <br />• Preliminary assessment of impact to other System users, and an estimate of any <br />associated costs to implement the request <br />An assessment shall be conducted by the Lead Agency technical and management staff and <br />shall address: <br />• Technical impact to the current and future System performance including which systems <br />or subsystems are affected <br />• Operational impact including capacity impact to current and future System performance <br />• The degree of conformance with established policies and standards <br />• Cost impact to current participants <br />• Potential alternative solutions <br />The Lead Agency Director shall forward the completed assessment to the requesting Member <br />Agency along with recommendations Including ways to mitigate negative impact where <br />applicable. If the assessment reveals a negative impact to the System or to other Member <br />Agencies, the Lead Agency will advise the requesting Agency against enacting the change. The <br />requesting Agency may appeal the decision to the Governance Committee for resolution if <br />desired. <br />The Governance Committee shall then review the requested policy change and approve, deny <br />or modify the request. If approved or modified, the Governance Committee shall set forth <br />operational and/or financial responsibility as appropriate and notify all affected parties of the <br />decision. <br />Management <br />The Lead Agency Director, acting on behalf of the Governance Committee, shall manage this <br />process. <br />4.12 Infrastructure Equipment Standards <br />Purpose or Objective <br />
