Attachment A - Joint Agreement for 800 MHz CCCS Page 61 of 83 <br />Management <br />The Lead Agency is responsible for authorizing, programming and managing scanning in <br />subscriber templates. <br />5.11 Emergency Button <br />Technical Background <br />The emergency button feature allows a radio user to send an emergency notification by <br />pressing a button on the radio. The notifications audibly and visually alert dispatch console <br />positions that have the initiating radios talkgroup in their active configuration. Other subscriber <br />radios on the same talkgroup also receive the emergency notification, once the `emergency' <br />radio is keyed which will display the IUID (or alias if available) of the radio generating the <br />emergency. <br />Emergency calls are also automatically assigned the highest priority available by the System <br />controller and are the first available from the queue if the System is in a busy situation. <br />Operational Context <br />The orange button on a portable or mobile radio will be programmed with the emergency <br />feature for all agencies. Each agency should establish their own policy on how this feature <br />might be used, taking into consideration how it will impact the System and other users including <br />the Control One. The emergency feature can be used to alert dispatch and other users of an <br />emergency situation and simultaneously allow the activated radio to have priority over other <br />subscriber radios on the same talkgroup. <br />Protocol/Standard <br />The use of the emergency button as an emergency signaling option shall be available to any <br />agency on the System, subject to certain conditions and provisions including: <br />• Agencies must provide training to all users to ensure the safe and effective use of this <br />feature. The Lead Agency can also provide training and training materials. <br />• It is the individual agency's responsibility to determine how an emergency alarm will be <br />deployed for their operation and the subsequent response to the alarm. <br />• If a user is temporarily assigned a radio other than their normal issued equipment, it is <br />essential that their designated monitoring point be made aware of the radio <br />Identification to cross-reference it to the correct user in the event an emergency button <br />activation occurs. <br />• All agencies implementing the emergency feature shall have a plan in place to respond <br />to emergency button activation. <br />All emergency button response plans must include the following: <br />• An established radio monitoring point with the necessary console hardware/software to <br />receive, display and acknowledge the alert. <br />• Established monitoring point must be capable of Identifying which radio user pushed the <br />button and capable of responding to the user in need. (Dispatch Center or Control One) <br />
