The City will send the approved application information to the Orange County United Way who will act as <br />the payor and make payment to the tenant's landlord on behalf of the tenant after all required landlord documentation/information is <br />received. The Orange County United Way will make payment to the tenant if the landlord refuses to participate in the program. <br />-The Orange County United Way will conduct all landlord engagement in order to make the payment on behalf of the organization that <br />approved the applicant fordirect financial assistance including: <br />obtain the landlord's W-9 and landlord agreement, verify that the landlord's name matches the name on the applicant's original <br />application and lease/sublease agreement, maintain and record all payment documentation to the landlord or tenant (proof of payment <br />via ACH or copy of the check), provide written notification by email to the landlord and organization that payment has been made on <br />behalf of the tenant. <br />-If a landlord refuses to accept payment and participate in the program, the United Way will: 1) make and document all reasonable efforts <br />to obtain the cooperation of the landlord to accept payments from the CARES for Tenants Program; 2) conduct all tenant engagement in <br />order to make thepayment on behalf of the organization that approved the applicant for direct financial assistance equal to the same <br />responsibilities stated above for landlord engagement. The tenant will be required to pick up physical check. <br />-The Orange County United Way will submit invoices for reimbursement of administrative expenses on a monthly basis and invoices for <br />reimbursement of direct financial assistance on a weekly basis. <br />-ERAP funding will be used for: 1) $509,779.41 in administrative expenses for the Orange County United Way to disburse up to <br />$8,017,439.82 in direct financial assistance; and 2) $8,017,439.82 in direct financial assistance. <br />Reporting Details: <br />-The Orange County United Way will provide weekly updates (performance reports) to the City and to the six organizations regarding <br />payments to landlords and tenants. <br />-The Orange County United Way will monitor the payment approvalssuch that no more than $8,017,439.82 in direct financial assistance is <br />disbursed. <br />EXHIBIT A <br />
