Page 4 <br /> Law enforcement gangs promote a culture of violence within law enforcement agencies and inflict <br /> irreparable harm in the communities they patrol. We urge the Mayor and City Council to <br /> immediately enact the hybrid investigation-focused and auditor and monitor-focused civilian <br /> oversight model and designate an investigation into law enforcement gangs in SAPD as the first <br /> order of business.
