AREA 1: SOUTH MAIN STREET <br />The South Main Street Focus Area introduces <br />the opportunity for greater flexibility and a more <br />dynamic mix of land uses and urban design <br />along the properties fronting Main Street. The <br />intent is to transition an auto -dominated corridor <br />into a transit- and pedestrian -friendly corridor <br />through infill development while respecting <br />the historic past of South Main Street and <br />maintaining compatibility with the surrounding <br />lower density neighborhoods. <br />Relevant General Plan Goals & Initiatives <br />• Support transit, pedestrian, and nonmotorized <br />travel. <br />• Provide new development that supports <br />public outdoor spaces <br />• Provide landscaping, shade trees, <br />promenades and enhanced crosswalks to <br />improve the pedestrian experience in the <br />corridor, and. <br />• Establish public and private outdoor space to <br />improve the experience of walking and living <br />in the focus area. <br />• Provide bike lanes along Main Street adjacent <br />to the Industrial/Flex area south of Warner <br />Avenue. <br />Existing Conditions and Key Needs <br />• Within this Focus Area, there are no existing <br />parks. <br />• The Pacific Electric (Maple Street) Bike Trail <br />extends along the southern border. <br />• More than half of the area overlaps an <br />environmental justice community, providing <br />opportunities for health -related partnerships <br />and grant funding to address pollution and <br />inequities. <br />• Projected population growth includes densities <br />of approximately 15 dwelling units per acre. <br />• Three unserved areas overlap the South Main <br />Street LUE Focus Area, all of which are high <br />need (27, 35, 36). <br />Potential Opportunities <br />• Improve wayfinding to the existing Class I <br />trail corridor (existing Golden Loop segment). <br />• Increase access to Santa Ana's park system <br />by completing the Golden Loop. <br />• Develop the proposed Class IV protected <br />bikeway between Main Street and the Pacific <br />Electric (Maple Street) Bike Trail to improve <br />access to the following. <br />• Pacific Electric Park (Neighborhood Park) <br />• Maple and Occidental Exercise Park <br />(Pocket Park) <br />• Delhi Park (Community Park), and <br />• Monroe Elementary School (Joint -Use <br />School Site) <br />• Develop the proposed Class IV protected <br />bikeway between Main Street and the Pacific <br />Electric (Maple Street) Bike Trail. <br />• Develop the Golden Loop Connection <br />between the Pacific Electric (Maple Street) <br />Bike Trail and the railroad to improve access <br />to Roosevelt -Walker Elementary School <br />(Joint -Use School Site) <br />• Explore the potential opportunities identified <br />to address needs within the three unserved, <br />high -need areas (27, 35, 36): <br />• Invest in improvements to Pacific Electric <br />Park and Community Garden to attract and <br />serve residents within a 10-minute walk. <br />• Explore options for JUAs with: <br />• Benjamin Franklin Elementary School <br />• Lathrop Intermediate School <br />• Edison Elementary School <br />• Cesar E Chavez High School <br />• Explore options to acquire parkland to serve <br />future high density residential areas: <br />• Neighborhood Park along or west of Main <br />Street <br />• Pocket Park along Golden Loop Corridor <br />or Main Street <br />4TH ST <br />Exhibit 1R' pry <br />V <br />IST ST <br />w r <br />RICHrnNu 5* <br />!>>�� <br />MCFApDEN AVE <br />s' <br />WILSHIRE AL+E <br />m <br />3i]FCr�aRn .AVE <br />EDINGERAVE <br />A�X_ <br />� 1 <br />i <br />Ir <br />� <br />c <br />411UR5` SI <br />i <br />ARNER AVE <br />P <br />i 4C] <br />City Council 14 — 57 5/1 T/2022 <br />WALWA S; <br />CMiRAI.
