Exhibit 1 <br />ONGOING MAINTENANCE AND <br />MANAGEMENT <br />All park sites require some type of routine and <br />preventative maintenance to take care of City assets <br />and landscaping. However, parks with higher levels <br />of use, specialized facilities, reservable facilities and <br />organized programs/events typically required a <br />greater level of maintenance. Sites with substantial <br />natural resources may need specialized care for natural <br />resources in addition to the routine maintenance for <br />developed park areas. This section notes the level of <br />maintenance that developed park areas should receive <br />(standard or enhanced). It also indicates where sites <br />have extensive undeveloped or natural areas that <br />require a different type and frequency of maintenance <br />(natural resource stewardship). The table below notes <br />these maintenance levels. <br />• Standard: Provide a basic level of maintenance <br />at parks with regular use. Provide routine and <br />preventative maintenance, plus routine hazard <br />monitoring and basic landscaping care and <br />beautification. <br />• Enhanced: Provide enhanced maintenance at sites <br />that include specialized assets, are programmed or <br />are heavily used. Ensure these sites receive priority <br />during peak use times, as well as special attention <br />to support programming and events. <br />• Natural Resource Stewardship: Steward natural <br />resources that require less frequent and, on <br />occasions, specialized care. Environmental <br />restoration may be needed. <br />• Minor Enhancement: Provide small to medium <br />level of improvements or upgrades to an <br />existing park. Minor renovations may apply to <br />improvements for approximately 15 percent <br />of the site or to a few athletic/sport facilities, <br />outdoor recreation facilities, trail/path, natural <br />area, or park amenities at an existing park, with <br />each individual facility renovation anticipated to <br />cost less than $0.5 million. <br />• Major Enhancement: Provide extensive level <br />of improvements/upgrades to an existing park. <br />Major renovations may include new, large-scale, <br />signature park elements such as play areas, sports <br />fields, extensive trails, considerable accessibility <br />improvements, new picnic shelters, new restrooms, <br />etc. Major renovations are anticipated to affect <br />approximately 30% of the developed portion of <br />the site or add costly features and facilities to the <br />site. These may include multiple improvements <br />projected at or above $1 million. <br />• Major Facility Renovation: These notes are <br />based on projects currently in the City's CIP <br />that explain where sites may require major <br />renovations. <br />• Turf Conversion: At parks where planted turf <br />occurs throughout most of the park, convert up <br />to five percent of the site to native plantings or <br />natural areas requiring less maintenance and <br />water. <br />• Landscape/Plantings: Repair and restore existing <br />landscape and planting areas that have died off or <br />declined. • Asset Management and Replacement: Set aside <br />funds annually to offset the costs of replacing <br />facilities at the end of their lifecycles.
