<ADOPERACION SANTA ANA
1505 E. 171" St. Suite 117
Santa Ana, Ca. 92701
www.cooperacionsantaana.org
June 7, 2022
Dear Mayor and City Council,
Please receive this letter in support of agenda item 9 to Approve First Amendment to the Disposition
and Development Agreement with THRIVE Santa Ana, Inc.
Cooperacion Santa Ana is a cooperative business development project founded in 2019 to help build a
strong, locally-owned, shared economy through the training, coaching, and incubation of Worker
Cooperatives democratically owned by low-income communities of color. We have worked alongside
and witnessed THRIVE bring together local worker cooperatives, residents, architectural design and
engineering consultants, and City staff, to design and launch an exemplary project that will provide
healthy food and lifestyle options, multigenerational gathering and commercial space. Most
importantly, this community-driven project will provide a model for economic development rooted in
community participation.
THRIVE has recently resubmitted construction plans incorporating comments from Planning, Building,
and Public Works, and expect permit approvals in the coming weeks. Santa Ana is very close to seeing
this historic development become a reality but needs your support.
The updated DDA timeline also allows for THRIVE to implement soil remediation on site to address
legacy pollution, and to complete fundraising efforts before the end of the year. As you may know,
COVID-19 dramatically increased the cost of construction, and this has impacted the project's budget.
Additional groups that have supported the project include CRECE Urban Farming Cooperative, La Milpa
Cafe Cooperative, City Fabrick architectural design consultants, Sisters of St Joseph,Templo Calvario,
and Community Vision and Genesis LA's CalCORE program, among others.
Thank you in advance for your support.
Sincerely,
Ana Urzua
Ana.urzua@cooperacionsantaana.org
