TASK 6 MMRP, FACTS AND FINDINGS, AND STATEMENT OF OVERRIDING CONSIDERATIONS <br />This task had not been initiated as of the August 2021 invoice, and no changes are requested.. <br />TASK 7. PUBLIC HEARINGS <br />Our original scope of work anticipated our project manager's attendance at three public hearings and assumed our <br />attendance would all be virtual. As of our original Contract Amendment No. 2 request (11/23/21), we had attended <br />two public hearings for this project (JoAnn Hadfield's in -person attendance at Planning Commission Study Session, <br />September 13, 2021, and virtual attendance at Planning Commission Public Hearing, November 8, 2021). Additional <br />fees related to in -person attendance and preparation of a PPT presentation for the Study Session are included in this <br />request. The Task 7 Public Hearing budget, however, was fully expended with the Study Session, including preparation <br />of minutes for that hearing by Dina El Chammas, who attended virtually. The additional fees requested for Public <br />Hearings in this amendment cover the following: <br />» November 8, 2021, Planning Commission Hearing: JoAnn Hadfield's virtual attendance at the full Planning <br />Commission hearing and Nicole Vermilion's (PlaceWorks' AQ/GHG Principal) virtual attendance for 3 hours of that <br />hearing (as discussed with the City for availability to address technical questions). <br />» December 7, 2021, City Council Public Hearing: Our cost estimate included up to 5 hours for JoAnn Hadfield's <br />attendance at one additional public hearing, anticipated to be the 12/7/21 hearing. <br />The cost estimate for these two hearings is$2,010 <br />Two additional public hearings were requested by the City, including the City Council Public Hearing held 12/21/21 <br />and a future hearing anticipated in February 2022 (occurred February 15, 2022). The estimated budget is based on <br />in -person attendance by JoAnn Hadfield and virtual attendance by Nicole Vermilion. (Note that as of March 1, 2022, <br />PlaceWorks and 1131 have attended the public hearings specifically included in this amendment. Future hearing <br />attendance will require approval of a contingency transfer to cover our fees.) <br />TASK 8. PROJECT MANAGEMENT AND COORDINATION <br />This includes an increase in this task's budget to address extended project coordination and specific Issues requiring <br />substantial coordination (parks, alternatives, etc.). Note also that the original scope of work assumed that the City <br />would complete expanded community outreach by the end of January 2021, the screencheck Recirculated DEIR would <br />be submitted mid -February, and a draft Recirculated DEIR would be made public In March 2021. The overall project <br />and related project management coordination went substantially beyond our original understanding. <br />This extends coordination fees from November 2021 through the City Council December 7, 2021, public hearing. <br />Additional fees have been added to cover project coordination fees through the end of February 2022. We <br />understand that due to the uncertainty of the project's approval process, for planning purposes the City is extending <br />the project schedule through February 2023. Should additional project management and coordination efforts be <br />required by PlaceWorks, a contingency transfer for these efforts will be requested. <br />SUBCONSULTANT: IBI <br />The fees approved under I81's existing contract had been expended, including budgeted attendance at a City Council <br />Public Hearing (attended 12/7/21). This amendment includes I81's virtual attendance at the 12/21/21 City Council <br />January 21, 2022 (updated 318122) 1 Page 3 <br />
