c. The Company shall develop a comprehensive community outreach and communication plan <br />for each location. The plan shall include three (3) or more community meetings for each <br />location. The Company will cooperate with the City regarding the date, time, and location of <br />each meeting and shall prepare and produce all needed outreach material and provide all <br />necessary equipment and technology to conduct the meetings at neighborhood association <br />locations or at various field locations. The Company shall report to the City all issues and <br />concerns expressed by the community immediately. The Company shall address, to the <br />satisfaction of the community and City, all questions and concerns raised at the meetings <br />and shall document the resolution reached between the Company and the community <br />representatives and the neighborhood association members. <br />C. Specifications: <br />a. Current best available digital -billboard technologies are required, including but not limited <br />to the following: <br />i. Remote diagnostic and maintenance capability <br />ii. "Amber Alert" capability <br />iii. Automatic brightness adjustment to ambient lighting conditions <br />iv. UL and IEC approved <br />v. Color calibration to ensure consistent image quality <br />vi. Remote shutdown capability <br />vii. Screen sizes and pixel dimensions <br />viii. Unless otherwise specified in this Agreement, it is assumed that each digital billboard <br />will be double -sided. <br />b. Construction and operation requirements: <br />i. Regularly scheduled onsite maintenance of all components of the billboard structure and <br />surrounding area to include the entire dedicated parcel of land <br />I Annual inspections, at a minimum, of all components of the billboard for structure <br />integrity <br />iii. Internal service access for safety and improved appearance (no visible catwalks). <br />iv. Constructed to comply with all applicable CalTrans codes <br />v. Engineered foundation, anchoring mechanism, and support system <br />vi. The City reserves the right to reasonably modify construction and operation <br />requirements at its sole discretion as necessary to comply with legal requirements <br />c. Company shall maintain, repair, and upgrade the digital billboards as needed to provide the <br />best available digital -billboard technologies during the term of the Agreement. <br />i. Company shall maintain the digital billboards in good working order and will upgrade or <br />refresh the LED hardware as necessary during the Term to maintain adequate brightness <br />and functionality. <br />ii. As new technology becomes available, Company shall upgrade the digital billboards <br />from time -to -time but not less than every 9 years. <br />d. At the time of this Agreement, the City is in the process of revising its off -premises <br />Page 16 of 31 <br />
