Planning and Building Agency <br />Item # <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Planning Commission Staff Report <br />May 23, 2022 <br />Topic: Request for Planning Commission Action. <br />RECOMMENDED ACTION <br />Approve General Plan Consistency Finding for the Fiscal Year 2022-2023 Capital <br />Improvement Program (Non-General Fund) <br />EXECUTIVE SUMMARY <br />Adopt a Resolution finding the Fiscal Year 2022-2023 Capital Improvement Program <br />(CIP) Consistent with the Santa Ana General Plan. <br />DISCUSSION <br />A major component of the City’s annual budget process is the development of the Capital <br />Improvement Program (CIP). The final approved CIP identifies capital project budgets <br />and is a planning tool that provides a seven-year forecast of future investments in the <br />City’s infrastructure. <br />The FY 22-23 CIP includes project allocations totaling over $44 million. The FY 22-23 <br />CIP includes key funding sources shown below: <br />Measure M2 - $5,760,000 <br />Water and Sewer (including facilities) - $6,485,000 <br />Area fees - $530,000 <br />Gas Tax - $1,313,000 <br />A & D Funds / Capital Outlay - $3,339,641 <br />CDBG - $5,795,227 <br />Miscellaneous Grants - $12,704,187 <br />The CIP is developed in accordance with the City’s purpose statement to provide quality <br />service that enhances the safety, livability, and prosperity of our community. The <br />proposed FY 22-23 CIP focuses on implementation of rehabilitation for arterial streets <br />and deferred maintenance programs for residential streets in order to maximize the City’s <br />previous investments in these facilities.
