Lastly, the proposed CIP allocates over $5 million in water and <br />sewer enterprise funds to invest in the safety and reliable delivery of over 35 million <br />gallons of water per day on average. The planned sewer and facility improvements will <br />enhance and maintain the collection and conveyance of all wastewater to the region’s <br />treatment plant in a sanitary and environmentally conscious manner. <br />In the selection of projects for the CIP, the primary goal is to ensure consistency with the <br />Strategic Plan, the Mobility Element of the City’s General Plan, and other elements <br />including Conservation, Housing, Land Use, Open Space, Public Facilities and Safety. <br />The City’s General Plan, having been prepared in accordance with the regional Master <br />Plan of Arterial Highways, provides the basis for compliance with the Measure M2 funding <br />eligibility requirements as well as funding for other infrastructure improvements. <br />Overall, The FY 22-23 Capital Improvement Program identifies over $44 million in capital <br />improvements citywide. Continuing planning efforts to ensure appropriate investment in <br />our infrastructure and facilities, the Seven-Year Capital Improvement Program includes <br />project allocations totaling over $169 million through Fiscal Year 2028-2029. The <br />proposed Seven-Year CIP aims to preserve and improve basic infrastructure, maximizing <br />the useful life of capital investments, identifies future needs, and improves financial <br />planning. The Capital Improvement Program will be presented to the City Council on June <br />7, 2022 and adopted at a public hearing on June 21, 2022. <br />ENVIRONMENTAL IMPACT <br />In accordance with the California Environmental Quality Act (CEQA), the recommended <br />action Categorically Exempt from CEQA per section 15306. This exemption consists of <br />basic data collection, research and resource evaluation activities which do not result in a <br />serious or major disturbance to an environmental resource. These may be strictly for <br />information gathering purposes, or as part of a study leading to an action which a public <br />agency has not yet approved, adopted, or funded. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />EXHIBIT(S) <br />1.
