r <br />INSURANCE NOT REQUIRED <br />WORK MAY PROCEED N-2022-200 <br />CLERK OF COUNCIL <br />DATE: <br />N MEMORANDUM OF UNDERSTANDING <br />0 <br />N <br />BETWEEN <br />CV <br />THE BUREAU OF ALCOHOL, TOBACCO, FIREARMS AND EXPLOSIVES (ATF), <br />And <br />THE SANTA ANA POLICE DEPARTMENT <br />This Memorandum of Understanding ("MOU") is entered into by and between the Bureau of <br />Alcohol, Tobacco, Firearms and Explosives ("ATF") and the Santa Ana Police Department <br />("participating agency") as it relates to the Orange Comity Violent Crime Task Force (herein <br />referred to as the "Task force"). <br />AUTHORITIES <br />The authority to investigate and enforce offenses under provisions of this MOU are found at 28 <br />U.S.C. § 599A , 28 C.F.R. §§ 0.130, 0.13I, and 18 U.S.C. § 3051. <br />PURPOSE <br />The mission of this Task Force is to focus its investigative efforts on crimes being committed <br />within the County of Orange, California and surrounding areas. The mission will be generally <br />accomplished through various means of investigation, arrest, detention and enhanced prosecution <br />of violent offenders and individuals engaged in criminal activity to include but not limited the <br />illegal distribution of firearms and narcotics and gang activity, as well as other firearm -related <br />crimes. Specifically, efforts will focus on individuals who commit arson, gang -related, firearm - <br />related, and explosive -related crimes that can either be prosecuted in state or federal court. <br />To accomplish this mission, the Task Force will perform the activities and duties described <br />below: <br />a. Investigate firearm and narcotic trafficking, both state and federal violations, which <br />is likely to result in discovering criminal violations committed by violent offenders, <br />criminal organizations and criminal street gangs, and prior convicted felons; <br />b. Investigate firearms and narcotic -related violent crime; <br />c. Investigate robberies (including smash -and -grabs), firearm -related burglaries, and <br />other violent crime; <br />d. Gather, report, and review intelligence data relating to firearm recoveries and <br />firearm trafficking patterns when applicable; <br />e. Conduct undercover operations where appropriate and engage in other traditional <br />methods of investigation to ensure that the Task Force's activities will result in <br />effective federal or state prosecution. <br />ATF JLEO Task Force MOU - March 2021, v2 Page 1 <br />
