MEASUREMENT OF SUCCESS <br />'rho success of this initiative will be measured by the participating agencies willingness to share <br />certain information, (l.e crime statistics) for the purpose of measuring the success of the task <br />force as well as its performance. <br />+ Deter Illegal Firearms Trafficking and Violent pun Crime: Utilize effootive firearms <br />enforcement techniques to reduce violent firearm -related orlines In the United States and <br />abroad, thereby enhancing public safety, <br />f• Combat Criminal Organizations: Make our communities safer by identifying, targeting, <br />and dismantling those criminal organizations that utilize firearms, arson, explosives, and <br />in furtherance of violent criminal activity. <br />Deter Misuse of Mplosives, Bombs, and Bombings: Advance domestic and international <br />explosives expertise to prevent, detect, and Investigate acts of violent crime, terrorism, <br />and enhance public safety, <br />The performance indicators will be based on, but not limited to, the following criteria: <br />1) percent of case referred for prosecution and ultimately indietedlaharged, as well as <br />convicted, 2) number of crime gun recoveries slid seizures; 3) tusk force personnel <br />receiving firearms and relevant training; 4) active involvement of task force personnel, <br />as welt as other relevant law enforcement agencies, in investigations; 5) firearms <br />tracing; and b) utilization of NIBIN technology when relevant and appropriate, <br />PHYSICAL LOCATION <br />Officers assigned to this Task Force by their employer shall be referred to as Task Force Officers <br />(TFOs). TFOs will be assigned to the ATF Santa Ana Field Office for administrative purposes <br />of this Task Force, The task force will have dedicated oflloo space at the Fullerton Pcl ice <br />Department to Fullerton, California. TFOs will be located at a Santa Ana Police Department <br />facility but will have access to the ATF Santa Ana Field Off➢ioo. <br />SUPERVISION AND CONTROL <br />The day-to-day supervision and administrative control of TFOs will be the mutual responsibility <br />of the participants, with the ATF Special Agent in Charge or his/her designee having operational <br />control over all operations related to this Task Pores. The law enforcement personnel assigned <br />to the Task Force will be fully available to their respective agonoy for any and all needs should <br />they be called upon by their parent unit supervisor for assistance, <br />Each TFO shall remain subject to their respective agencies' policies, and shall report to their <br />respective agencies regarding matters unrelatod to this agreement/task force, With regard to <br />matters related to the Task Force, TFOs wilt be subject to Federal law and Department of <br />Justice (DOJ) and ATF orders, regulations and policy, including those related to standards <br />of conduct, sexual harassment, equal opportunity issues and Federal disclosure laws. <br />Failure to comply with this paragraph could result In a TFO's dismissal from the Task <br />Force, <br />ATF JW0 Task Force MOU — March 2021, v2 Page 2 <br />
