a. The Board shall determine which matters shall be the subject of the hearing and <br /> inform the City Council, Mayor, Police Chief and the public in writing at least <br /> seven (7) days in advance. <br /> b. The agenda for all board meeting shall be posted no fewer than 7 days prior to <br /> the meeting <br /> 3. The Board shall meet at least once each year in a location other than City Hall. <br /> 4. The Board shall notify the public of the time and place for meetings in English, <br /> Vietnamese, and Spanish, include instructions on how to request language <br /> interpretation on all notices for public meetings for languages other than English, and <br /> shall provide translation services whenever requested. <br /> 5. Board meetings shall be webcast and recorded and made available for public viewing <br /> including by those individuals incarcerated in Santa Ana. <br /> 6. The Board shall notify the public of their ability to provide comment through written <br /> communications mailed to [address] or emailed to [address] to be distributed to the <br /> Board, through live-virtual comment by Zoom or conference call, or through in-person <br /> comments. <br /> a. Every effort shall be made by City staff to allow incarcerated persons in the Santa <br /> Ana Jail the opportunity to participate in public Board meetings. <br /> 7. The Board shall conduct regular outreach activities and develop materials in English, <br /> Vietnamese, and Spanish to educate the public on the Board and OAT's responsibilities <br /> and powers. <br /> Section X.6.11 [Reporting] <br /> 1. All Final Reports of the Board shall be posted on the Board's website and open to public <br /> inspection, except that information contained therein that is confidential and prohibited <br /> from disclosure under any other applicable law shall be redacted. Upon posting a Final <br /> Report, the Board shall provide notice to the complainant, if there is one, providing <br /> instructions to enable the complainant to access the report. <br /> a. Final Reports shall be written in English, Vietnamese, and Spanish. <br /> b. Final Reports shall include at a minimum a summary of the conduct investigated, <br /> the findings of the investigation, the recommended action to be taken, any <br /> response from the Police Department, and the final resolution of the matter. <br /> c. Neither the Board nor the Police Department shall publicly disclose the findings <br /> of fact or proposed discipline produced pursuant to the provisions of this <br /> Ordinance before the processes set forth in this Section are completed and set <br /> out in a Final Report. <br /> 20 <br />
