<br />The City of Santa Ana encourages the
<br />public to participate in the decision-
<br />making process.We encourage you to
<br />contact us prior to the Public Hearing if
<br />you have any questions .
<br />Planning Commission Action:The
<br />Planning Commission will hold a Public
<br />Hearing to receive public testimony,and
<br />will take action on the item described
<br />below.Decision on this matter will be final
<br />unless appealed within 10 calendar days
<br />of the decision by any interested party or
<br />group.
<br />Project Location:3503 S.Harbor Blvd.
<br />Project Applicant:Steve Rawlings
<br />(Applicant),Jeffrey Thompson,
<br />representing Live Nation Worldwide,Inc.
<br />and OC Constellation,LLC (Property
<br />Owner).
<br />Proposed Project:The applicant is
<br />requesting approval of Conditional Use
<br />Permit (CUP)No.2022-10 to allow an
<br />additional private banquet/event use at an
<br />existing entertainment venue (The
<br />Observatory).
<br />Environmental Impact:In accordance
<br />with the California Environmental Quality
<br />Act (CEQA)and the CEQA Guidelines,
<br />the recommended action is exempt from
<br />further review under Section 15301 (Class
<br />1 –Existing Facilities).The Class 1
<br />exemption applies to the operation,repair,
<br />maintenance,permitting,leasing,
<br />licensing,or minor alteration of existing
<br />public or private structures,facilities,
<br />mechanical equipment,or topographical
<br />features,involving negligible or no
<br />expansion of existing or former use.The
<br />request for an ancillary banquet facility
<br />consists of the permitting or minor
<br />alteration of an existing private structure
<br />involving negligible or no expansion of
<br />use.The proposed banquet services
<br />would require no changes to the existing
<br />venue,and all improvements would be
<br />existing.Based on this analysis,a Notice
<br />of Exemption,Environmental Review No.
<br />2022-32 will be filed for this project.
