This <br />notice is being sent to those who live or own property within 1000 feet of the project site or who <br />have expressed an interest in the proposed action. We encourage you to contact us prior to the <br />Public Hearing if you have any questions. <br /> <br />Planning Commission Action: The Planning Commission will hold a Public Hearing to receive public <br />testimony, and will take action on the item described below. Decision on this matter will be final unless <br />appealed within 10 calendar days of the decision by any interested party or group. <br /> <br />Project Location: 3503 South Harbor Boulevard <br /> <br />Project Applicant: Steve Rawlings (Applicant), Jeffrey Thompson, representing Live Nation <br />Worldwide, Inc. and OC Constellation, LLC (Property Owner). <br /> <br />Proposed Project: The applicant is requesting approval of Conditional Use Permit (CUP) No. 2022- <br />10 to allow an additional private banquet/event use at an existing entertainment venue (The <br />Observatory). <br /> <br />Environmental Impact: In accordance with the California Environmental Quality Act (CEQA) and the <br />CEQA Guidelines, the recommended action is exempt from further review under Section 15301 (Class <br />1 – Existing Facilities). The Class 1 exemption applies to the operation, repair, maintenance, permitting, <br />leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical <br />equipment, or topographical features, involving negligible or no expansion of existing or former use. <br />The request for an ancillary banquet facility consists of the permitting or minor alteration of an existing <br />private structure involving negligible or no expansion of use. The proposed banquet services would <br />require no changes to the existing venue, and all improvements would be existing. Based on this <br />analysis, a Notice of Exemption, Environmental Review No. 2022-32 will be filed for this project. <br /> <br />Meeting Details: This matter will be heard on Monday, June 13, 2022 at 5:30 p.m. in the Ross Annex <br />Building, 20 Civic Center Plaza, Conference Room 1600 Santa Ana, CA 92701.
