Planning and Building Agency <br />Item # 3 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Planning Commission Staff Report <br />July 25, 2022 <br />Topic: CUP No. 2022-11 – Roquette Café & Bistro (201 East Sandpointe Avenue, Suite <br />150) <br />RECOMMENDED ACTION <br />Adopt a resolution approving Conditional Use Permit No. 2022-11 as conditioned. <br />EXECUTIVE SUMMARY <br />Geffroy Samuel (business owner), on behalf of A Street Partners (property owner), is <br />requesting approval of Conditional Use Permit (CUP) No. 2022-11 to allow for the sale of <br />alcoholic beverages for on premise consumption under a Type 41 – On-Sale Beer & Wine <br />– Eating Place at new easting establishment, Roquette Café & Bistro. Pursuant to Section <br />41-196 of the Santa Ana Municipal Code (SAMC), establishments wishing to sell alcoholic <br />beverages for on premise consumption require approval of a CUP. Staff is recommending <br />approval of the applicant’s request because the site is located within a business park <br />intended for such uses, the site is located away from sensitive land uses, and is in <br />compliance with City standards. <br />DISCUSSION <br />Project Description <br />Roquette Café & Bistro is a new eating establishment intending to occupy Unit 150, a <br />2,047-square foot suite with a 707-square foot patio, at the 201 East Sandpointe Avenue, <br />a multi-tenant office building. The café offers French-inspired food items for breakfast, <br />lunch, and dinner that would be available for both on-site consumption and to-go. In order <br />to offer beer and wine to their customers, the applicant is requesting a Type 41 – On-Sale <br />Beer & Wine. The proposed hours of operations are 7:00 a.m. to 9:00 p.m. As part of the <br />proposed project, the applicant is remodeling the interior by adding partition walls, new <br />finishes, and furnishings, and replacing the existing patio enclosure with a glass and <br />wrought iron railing to open up the space. <br />7/25/2022 <br />Planning Commission 3 –1
