Daimler Street) <br />RECOMMENDED ACTION <br />Adopt a resolution approving Conditional Use Permit No. 2022-13 as conditioned. <br />EXECUTIVE SUMMARY <br />Shelley Thompson representing Compass Bible Church (Applicant), on behalf of Daimler <br />Commerce Partners, LP (Property Owner), is requesting approval of Conditional Use <br />Permit (CUP) No. 2022-13 to allow the operation of a church located at 2909 South <br />Daimler Street. Pursuant to Section 41-313.5(n) of the Santa Ana Municipal Code <br />(SAMC), churches located in the Professional (P) zoning district require approval of a <br />CUP. Staff is recommending approval of the applicant’s request due to the facility’s <br />location, proposed operations, and compatibility with surrounding land uses. Additionally, <br />the project meets the development standards related to parking and occupancy for the <br />proposed use. <br />The applicant sought a Conditional Use Permit to establish a church at the same location <br />earlier this year. On April 11, 2022, the Planning Commission held a public hearing to <br />consider the project and adopted a resolution to deny a prior CUP request by the <br />applicant, Conditional Use Permit No. 2022-04, without prejudice. As part of the new CUP <br />request, the applicant has submitted updated operational details to address the <br />comments provided by the commission related to the church’s offerings to the Santa Ana <br />community. Additional information is provided in the subsequent sections of this report. <br />DISCUSSION <br />Project Description <br />The applicant is requesting approval of CUP No. 2022-13 to allow for the establishment <br />of a church within the Professional (P) zoning district. Compass Bible Church currently <br />operates temporarily from Columbus Tustin Middle School within the City of Tustin where <br />they serve a diverse community, including residents of Santa Ana. Approval of the subject <br />application would allow the church to establish a permanent location that would enable <br />them to build and provide a sense of community for the congregation as well as offer their <br />services to the residents of Santa Ana. <br />The church will be utilizing the space for administrative services, worship services, <br />religious education, community outreach events, classes, and seminars.
