EDUCATION <br />1999/13S/Natural <br />Resources, Planning and <br />Interpretation/Humboldt <br />State University <br />EXPERIENCE <br />With Psomas for 22 years; <br />with other firms for 1 year <br />Jennifer Marks <br />Environmental Compliance <br />Jennifer Marks is a senior project manager with over 23 years of experience in <br />environmental documentation and analysis consistent with CEQA and NEPA. <br />Jennifer's career has focused on a wide variety of projects, including specific <br />plan and general plan analyses; transportation infrastructure; public works <br />assignments related to water resources; and various utility infrastructure <br />projects. She has also performed environmental consulting services for mixed - <br />use, residential, office, higher education, and resort developments. She has <br />managed multiple water and wastewater infrastructure projects, including <br />projects for the Santa Margarita Water District; Irvine Ranch Water District; <br />City of Anaheim Public Utilities Department for water projects and Public <br />Works Department for sewer projects; and the Water Replenishment District <br />of Southern California. She has also prepared environmental documentation <br />and supplemental information to meet specific agency requirements, including <br />those for the following agencies: Caltrans; State Water Resources Control Board; <br />U.S. Bureau of Reclamation; U.S. Environmental Protection Agency; USACE; <br />USFWS; CDFW; various local planning and development departments; and <br />private developers. <br />Experience <br />Groundwater Treatment Plants Phase B and Groundwater Supply Wells <br />Initial Study/Mitigated Negative Declaration (IS/MND) and CEQA-Plus <br />Documentation - Anaheim, CA: Project Manager for the preparation of <br />an IS/MND and supplemental CEQA-Plus Documentation for the installation <br />of ion -exchange groundwater treatment systems at the five locations in <br />the City of Anaheim. The ion -exchange systems are intended to remove <br />perfluorooetanesulfonic acid (PFOS) and perfluorooctanoic acid (PFOA) from <br />groundwater. Two new groundwater supply wells would be installed at one <br />location and additional wells would be rehabilitated due to age. Psomas prepared <br />a mitigated negative declaration for this project and completed additional <br />technical studies to comply with CEQA-Plus guidelines pursuant to the Clean <br />Water State Revolving Fund requirements. <br />La Palma Complex Reservoir Rehabilitation and Pump Station <br />Replacement - Anaheim, CA: Task Manager for providing construction <br />phase engineering for replacement of a 60-year-old pump station and <br />reservoir facilities in central Anaheim. The project included design of a new <br />aluminum roof, hopper bottom tank retrofit in the footprint of an existing 4 <br />MG reservoir which resulted in savings to the City of approximately $2 million <br />over conventional concrete or steel alternatives. Scope of services included <br />demolition of a 3 MG reservoir and complete replacement of the existing <br />pump station with a new 10,000 GPM pump station. Jennifer served as the <br />Environmental Task Manager and assisted the City with preparation of the <br />Aesthetics, Air Quality, Greenhouse Gas Emissions, and Noise Analyses for the <br />IS/MND. <br />Irvine Lake Pipeline Conversion Project IS/MND - Orange County, <br />CA: Project Manager for preparation of environmental documentation for <br />
