Scope of Work <br />PROJECT SCOPE OF <br />WORK <br />Communicate Grant <br />Opportunities to City Staff <br />In conjunction with the sources of <br />information stated above, MNS will <br />independently conduct research <br />using online resources such as <br />the US Census, Department of <br />Water Resources (DWR) DAC <br />Mapping Tool, CalEnviro Screen <br />4.0, and the new US Environmental <br />Protection Agency (EPA) EJScreen <br />mapping tool. This research will <br />be used to gather data and <br />guide our consultation to City on <br />how demographics within the <br />CITY service area play a role in <br />competing for funding. <br />Having served the waterworks <br />industry throughout California <br />for decades, MNS understands <br />the essentials of waterworks <br />and wastewater infrastructure, <br />operations, and finance. MNS <br />understands how every endeavor <br />must be viewed with a focus on <br />how it benefits or effects the ratepayer. MNS <br />takes this same approach when developing <br />a grant pursuit strategy for a waterworks or <br />wastewater client. In the final tally, a successful <br />grant pursuit must meet defined goals for <br />improved service delivery and infrastructure <br />life extension. <br />The MNS approach to grant pursuit strategy <br />accounts for the agency's characteristics <br />and its eligibility for various funding sources. <br />MNS will examine a funding sources eligibility <br />requirements, including matching fund <br />requirements, to develop a strategy that can <br />garner the maximum in grant dollars with <br />the least investment necessary. For example, <br />the Drinking Water State Revolving Fund <br />(DWSRF) and Clean Water State Revolving <br />Fund (CWSRF) are mostly funded with Federal <br />dollars and managed by the SWRCB. SRF funds <br />taken as a loan can be used as matching <br />funds to any state or Federal grant program. <br />Similarly, a California Infrastructure Bank <br />(iBank) loan can serve the some matching <br />funds purpose, however, an agency can <br />secure eligibility for an iBank loan without <br />actually entering into a loan agreement. By <br />securing the iBank loan, the agency can use <br />this documentation as proof of matching <br />funds but can substitute it later if a second <br />SECTION 5. SCOPE OF WORK <br />
