INTRODUCTION <br />The City of Santa Ana is soliciting proposals from qualified consulting firms or individuals <br />that can serve as contract administrative hearing officers for appeal hearings regarding: <br />• The City of Santa Ana Municipal Code; <br />• Property Maintenance violations; <br />• Nuisance abatement; <br />Building Code violations and lack of permit issuance; <br />• Revocation and denial of Certificate of Occupancy; <br />• Rent Stabilization; <br />• Planning and Zoning; <br />• Animal Control; and <br />• All Code Enforcement Abatement Actions. <br />Other hearings may be requested in other City of Santa Ana Agency's/Departments <br />outside of the Planning and Building Agency at the approval of the Executive Director of <br />Planning and Building or his/her designee. <br />The City may award one contract or more at its sole discretion and create a pool of <br />hearing officers to hear appeals on a rotating basis. Services will be provided under this <br />scope of work on an on -call or work order basis. The City makes no guarantee of the <br />availability of funding for any particular applicant. The submission of a proposal in <br />response to this RFQ does not commit the City to providing any funding to any proposal. <br />The City reserves the right to determine at its sole discretion how to disburse available <br />funds, if at all. <br />SCOPE OF SERVICES <br />Hearing officers shall conduct on -site administrative hearings for appeals of Code <br />Enforcement corrective notices that may include, but not be limited to, Administrative <br />Citation Fines, Notice of Violations, Notice and Orders, Abatement and Nuisance Actions, <br />Health and Safety, Zoning and Land Use, and resolve interpretation of conflicts of Santa <br />Ana Municipal Ordinances. <br />Hearing Officers' responsibilities shall include, but are not limited to, the <br />following: <br />• Acquainted and aware of the Hearing Officer responsibilities, parameters, and <br />statutes prescribed in the Santa Ana Municipal Code; <br />• Coordinate hearing schedules with City Staff; <br />Review case documentation; <br />• Conduct hearings and hear testimony and evidence from parties regarding the <br />issues; <br />• Prepare a written determination which sets forth the legal and evidentiary basis <br />for the decision, and adopt findings as required by City Codes; and <br />• Perform all other work necessary for the effective handling of the City's <br />administrative hearings. <br />RFQ # 22-086: Building Safety Services Page 4 of 10 <br />
