Hearing officers will confirm the absence of conflicts of interest before undertaking any <br />new matters for the City. Hearing officers will inform and seek the consent of the City <br />before representing another client in any matter directly adverse to the City. (e.g., <br />transactions, negotiations, proceedings, or other representations involving specific <br />parties). <br />All hearings will be conducted in English and with the assistance of foreign language <br />interpreters as provided by applicants/contesting parties. The number of hearings each <br />month varies. <br />Hearing officers shall be required to submit a timely (e.g. as required by statute) typed <br />draft of a statement of decision as to each hearing conducted following the closing of <br />the hearing record in a format approved by the City. <br />Hearing officers shall provide all labor, clerical support, equipment, and materials to <br />perform the services. <br />Hearing preparation may include, but is not limited to, reading the agenda and file <br />materials, reviewing and analyzing City municipal codes, reviewing of rules of hearing <br />materials and procedures, etc. <br />Hearing officers shall be responsible for all travel and telephone expenses. <br />Hearing officers shall provide a detailed invoice for services rendered each month, <br />including the case number, hearing date, time incurred, and hourly rate. <br />The City will provide hearing rooms, use of copy equipment, documents, materials, and <br />equipment necessary for carrying out the hearings. The locations and times of said <br />hearings shall be designated by the City, but normally will be conducted Monday through <br />Friday between the hours of 8:00 a.m. and 6:00 p.m. at 22 Civic Center Plaza, Santa <br />Ana, CA 92701. <br />The City is soliciting a request for Qualifications ("RFQ") from interested firms with the <br />intent of creating a list of pre -qualified proposers. Proposers will be pre -qualified based <br />on the process outlined in the "Selection Process" of this RFQ. The City intends to have <br />several firms qualified for these services. Proposers will be selected based on their <br />competency, experience, and availability to conduct the work in a timely manner. The <br />ability to provide in-house temporary staffing is desirable. <br />Unless terminated earlier as allowed in the Agreement, the term shall be for a period of <br />two (2) years with a City option up to one (1)-year renewal. The agreement term is <br />anticipated to commence after the review committee award of this agreement and upon <br />receipt and approval of all required insurance documents. <br />RFQ # 22-086: Building Safety Services Page 5 of 10 <br />
