Garry Avenue <br />December 20, 2022 <br />Page 4 <br />Conclusion. It is staff s responsibility to ensure that the applications are submitted by <br />owners or their duly designated agents. It is staffs responsibility to ensure that the development <br />will not interfere with the rights of easement owners and beneficiaries. The easement owners and <br />beneficiaries should not be forced to compel staff to do its job. Staff should not have deemed the <br />CUP application as complete. Staff should not have presented this CUP application to the Planning <br />Commission. The Planning Commission should not have approved an incomplete application. <br />The myriad false statements in staffs claims makes staffs entire staff report suspect.
