<br />EEC Environmental (EEC) has successfully completed numerous projects alongside the City of Santa Ana (City) over the
<br />last 17 years. We are excited to build off our history of success and continue to grow our relationship further. Throughout
<br />the last two years, we have worked side -by -side with the City to tackle emergent and complicated PFAS issues while
<br />maintaining the City's sterling reputation of providing award -winning water to its customers.
<br />EEC is excited to team with Kennedy/Jenks (KJ) to bolster the breadth of services that EEC provides to the City without
<br />sacrificing the highest level of customer service that the City has come to expect from EEC. This EEC and KJ team (EEC
<br />Team) is poised and ready to deliver on the full scope of services requested by the City while working in concert to operate
<br />as a single, dedicated team to fulfill the City's needs.

<br />decades of experience assisting local municipalities and agencies
<br />cies by
<br />managing and
<br />implementing a long list of water related environmental projects including HAS treatment
<br />and consulting. Under our existing on -call contract with the City, EEC has conducted a
<br />E N V I R D N M E N I A L wide variety of technical services for the Public Works Agency ranging from sewer
<br />collection system engineering to as -needed HAS consulting services. This diverse array of projects has allowed us to work
<br />closely with different City team members and truly understand the most effective way to support Santa Ana.
<br />As demonstrated in the qualifications section of the proposal, EEC has a breadth of experience in all the tasks required by
<br />this RFQ including planning studies, feasibility studies, cost estimating, well assessments, wellhead PFAS ion exchange
<br />treatment design, bidding management, construction management, and HAS regulatory expertise.
<br />Unique PFAS Experience within Santa Ana — EEC has an extensive resume of HAS projects within the City. EEC has
<br />successfully completed or is currently assisting with multiple HAS related projects, including: 1) Well 40 grading and
<br />drainage revisions; 2) PFAS treatment system commissioning planning; 3) HAS waste disposal planning; 4) Wells 27, 28,
<br />31, 38, and 40 PFAS treatment system design peer review; 5) PFAS treatment system operator training; 6) Pump to waste
<br />planning; and 7) water quality sampling and UCMR5 compliance planning.
<br />Kennedy/Jenks Consultants, Inc. (KJ) is a full -service multi -disciplinary engineering consulting firm
<br />founded in 1919. With more than 400 professionals throughout the United States, they deliver projects
<br />10 of varying sizes and complexity while also providing personalized service. The KJ team has expertise
<br />in the broad spectrum of groundwater treatment including an in-depth understanding of the specific
<br />Kmorlx.Ponk, nuances associated with PFAS removal, having designed dozens of facilities throughout California.
<br />KJ's successful groundwater treatment design projects have included reverse osmosis (RO), granular
<br />media and membrane filtration, ion exchange (IX), various desalinization, brine minimization technologies, advanced
<br />oxidation processes, and granular activated carbon (GAC) for treatment of a wide range of parameters, such as PFAS, TDS,
<br />iron, manganese, boron, nitrate, perchlorate, 1,2,3-TCP, hexavalent chromium, and arsenic. The ability to evaluate pilot
<br />study data, provide guidance and technical support, ability to provide recommendations and system integration based on
<br />existing conditions, and the ability to propose cost-effective improvements that can be reasonably designed, QA/QC, cost
<br />control, and constructed within a short time frame are addressed in the below sections.
<br />Unique PFAS Experience within Southern California — KJ has three dedicated PFAS design teams in Irvine, San Diego,
<br />and Pasadena. The KJ team offers experience with both GAC and IX groundwater PFAS treatment systems that are in
<br />current operation or construction. KJ's recent success designing and constructing treatment systems similar in size and
<br />technology to those considered by the City means they can immediately begin design work upon Notice -to -Proceed. Such
<br />systems include PFAS treatment systems for the City of Orange (IX, 8,000 gpm), Santa Clarita Valley Water Agency (IX,
<br />6,000 gpm), and Elsinore Valley Municipal Water District (GAC/IX, 6,200 AFY).
