EEC will implement feedback received during our monthly PFAS meetings over the last two years from Santa Ana engineers <br />and operators. We will also incorporate lessons learned from the site visits to YLWD and Fullerton into the design of Santa <br />Ana treatment systems. Lastly, EEC will involve Santa Ana engineers and operators at every stage of the system design. <br />This holistic and collaborative approach ensures the final system will be operator -friendly and meet Santa Ana's needs. <br />A detailed discussion of our team's approach to system design is spelled out in Section G Scope of Work below. However, <br />several key considerations learned during our previous work with Santa Ana are highlighted below: <br />• Minimize treatment system footprint when possible at park locations to mitigate the taking of public park spaces <br />• Consider truck access for maintenance and media change outs <br />o For example, the treatment system layouts in the Basis of Design Technical Memorandum (BODTM) for <br />Well 38 did not facilitate easy access and would require traffic control and temporary street closures to <br />execute media change outs. <br />Evaluate site drainage for stormwater, but more <br />importantly for the full flushing flow rates of all vessels <br />during commissioning <br />o Flushing drainage was not properly directed to <br />the house -keeping pad inlets at Well 40 which <br />will likely result in nuisance splashing during <br />flushing. <br />o The on -site drainage at Well 40 was not sized <br />properly to convey the full flushing flow during <br />commissioning, likely resulting in on -site or <br />off -site (park) flooding. <br />o Assess 24/7 flushing flows and volumes against <br />OCFCD permits and points of discharge <br />Involve DDW early and often in the design, permitting, <br />commissioning, and treatment media selection <br />processes. <br />Perform a private utility locate survey during design to locate undocumented utilities on site. As-builts are unreliable <br />for many sites. <br />Collaborative effort (involve SA engineers, operators, maintenance) to develop schematic level design drawings <br />identifying major project needs <br />Bid Support and Construction Administration Approach <br />EEC is an experienced design -builder (EEC maintains a Class A HAZ General Engineering Contractor's license), and we <br />are proud that our projects are designed with a focus on constructability. However, questions are always raised during the <br />bidding phase. <br />The EEC Team will assist the City in answering these questions, attend pre -bid conferences and job walks, prepare <br />addendums, and analyze bids to facilitate a fair and effective bidding process. The EEC Team has multiple staff who have <br />expertise in the bidding process and will work closely with the City to ensure the right contractor is chosen. Recently, EEC <br />assisted the City of Santa Ana with the selection of a consultant to implement their Automated Metering Infrastructure <br />(AMI). EEC reviewed proposals submitted by the consultants, attended selection committee meetings, and interviewed <br />potential winners. EEC also assisted the City with overseeing the implementation of the AMI. <br />The EEC Team is available to assist the City with construction management and administration services during the <br />construction phase of City projects. The EEC Team will attend pre -construction conferences, will monitor the construction <br />schedule, and will visit construction sites for progress and quality evaluations. The EEC Team will also assist the contractor, <br />construction manager/contract administrator, and inspector with interpretation of plans and specifications, analysis of <br />changed conditions, development of corrective action, review of shop drawings and other submittals, and the review and <br />negotiation of change orders. The EEC Team has available technicians with decades of Auto -CAD experience to support <br />preparation of as -built drawings when required. <br />EEC Environmental 9 November 17, 2022 <br />
