John has more than 35 years' experience <br />managing water and wastewater assessment and treatment projects with an emphasis on <br />emerging contaminants such as per- and polyfluoroalkyl substances (PFAS). He has <br />managed many large projects, including a 2.5 MGD design/build wastewater treatment <br />plant project in China. John helped develop the Water Environment Federation (WEF) / <br />U.S. EPA fats, oils, and grease control program workshop and served as a speaker at <br />workshops throughout the United States. He also designed and conducted 15 wastewater <br />treatment operator training courses for metal finishers and circuit board manufacturers in <br />Southern California on behalf of the Orange County Sanitation District. <br />John is considered a PFAS chemistry expert and has been asked to speak on emerging PFAS issues to the National <br />Groundwater Association, the National Association of Clean Water Agencies, the Textile Rental Services Association, <br />and the Orange County City Attorneys. <br />John holds a General Engineering Contractors License (A-743267), with a Hazardous Substances Removal <br />Certification. He is a long-standing, active member of the Water Environmental Federation, California Water <br />Environment Association, and the California Association of Sewering Agencies. John studied biochemistry at the <br />University of California, Los Angeles. <br />EXPERIENCE <br />WATER/WASTEWATER <br />Principal Chemist, QA/QC, Owner's Representative for PFAS ( City of Santa Ana ( California <br />• Providing ongoing chemistry expertise related to groundwater wellhead PFAS treatment options. <br />• Regulatory guidance planning involving California notification levels, response levels, and pending national regulations. <br />• Advising on PFAS waste disposal options. <br />Principal Chemist, QA/QC, Industrial Wastewater PFAS Characterization Sampling ( Confidential Industrial Client <br />Nationwide <br />• Industrial wastewater sampling at multiple facilities in different states throughout the nation to characterize PFAS and other <br />water quality issues to inform the design of treatment systems. <br />• Targeted samples at various locations within each waste stream to identify opportunities for source reduction and blending <br />to reduce PFAS treatment costs. <br />Principal Chemist, PFAS Local Limit Review and Negotiations ) Confidential Industrial Client I Michigan <br />• Providing third party technical review of the first proposed PFAS local limit in the nation. <br />• Engaging with the POTW to ensure the proposed limit is technically based. <br />Principal Chemist, QA/QC, Local Limits Evaluation ( OCSD ( Fountain Valley, CA <br />• Provided oversight and senior QA/QC review of all project tasks, including technical memoranda, final reports, and <br />presentations to the OCSD. <br />• The evaluation consisted of employing EPA Local Limits Development Guidance (2004) to develop maximum allowable <br />headworks loadings and allowable industrial loadings. <br />
