2.7 Stormwater Quality Prepare a Water Quality Management Plan (WQMP) per the City and Regional Water Quality Control Board requirements. 2.8 Traffic Analysis The Mark Thomas team will conduct AM peak and PM peak period intersection turning movement counts including bicycles and pedestrians and daily arterial volume counts at the intersection and compare to historical counts. Intersection Capacity Utilization (ICU) calculations will be performed and checked for deficiencies with and without the proposed improvements. Turning volumes will be input to Synchro and a SimTraffic simulation performed to establish the potential length of turn -pockets. This includes the preparation of the Notice of Exemption for a Categorical Exemption (CE), Initial Study (IS) leading to a Negative Declaration (ND) or Mitigated Negative Declaration (MND) or an Environmental Impact Report (EIR). The City would be the lead agency reviewing and approving these documents. 3.2 NEPA Clearance On Federally funded projects, an environmental document would be prepared in conformance with the National Environmental Policy Act (NEPA), with Caltrans being the led agency for NEPA approval. This would include the preparation of the Categorical Exclusion, (CE), Environmental Assessment (EA) leading to a Finding of No Significant Impact (FONSI) or an Environmental Impact Study (EIS). 3.3 Technical Stud ies/Memorandums Supporting technical studies will be prepared as necessary in support of the environmental document.
