2.7 Stormwater Quality <br />Prepare a Water Quality Management Plan (WQMP) per the City and Regional Water Quality Control <br />Board requirements. <br />2.8 Traffic Analysis <br />The Mark Thomas team will conduct AM peak and PM peak period intersection turning movement counts <br />including bicycles and pedestrians and daily arterial volume counts at the intersection and compare to <br />historical counts. Intersection Capacity Utilization (ICU) calculations will be performed and checked for <br />deficiencies with and without the proposed improvements. Turning volumes will be input to Synchro and a <br />SimTraffic simulation performed to establish the potential length of turn -pockets. <br />TASK 2 DELIVERABILFS <br />>> Project Control, Aerial Photogrammetry, Topographic Base Map (Microstation format) <br />>> Right-of-way Mapping <br />>> Utility Coordination, Mapping, Potholing and Tracking Matrix <br />>> Draft and Final Reports for Tasks 2.5-2.8 <br />TASK 3 - ENVIRONMENTAL COMPLIANCE & REGULATORY <br />PERMITTING <br />3.1 CEQA Clearance <br />On State or locally funded projects, the Mark Thomas team will prepare the necessary environmental <br />document in compliance with the California Environmental Quality Act (CEQA). This includes the <br />preparation of the Notice of Exemption for a Categorical Exemption (CE), Initial Study (IS) leading to a <br />Negative Declaration (ND) or Mitigated Negative Declaration (MND) or an Environmental Impact Report <br />(EIR). The City would be the lead agency reviewing and approving these documents. <br />3.2 NEPA Clearance <br />On Federally funded projects, an environmental document would be prepared in conformance with <br />the National Environmental Policy Act (NEPA), with Caltrans being the led agency for NEPA approval. <br />This would include the preparation of the Categorical Exclusion, (CE), Environmental Assessment (EA) <br />leading to a Finding of No Significant Impact (FONSI) or an Environmental Impact Study (EIS). <br />3.3 Technical Stud ies/Memorandums <br />Supporting technical studies will be prepared as necessary in support of the environmental document. <br />Preparation of one draft and one final analyses/memorandum/report for each potential topic, as needed, <br />are included below: <br />>) Cultural Resources <br />>) Paleontological Resources <br />>) Biological Resources <br />>) Jurisdictional Delineation <br />>) VMTAnalysis <br />>) Noise and Vibration Impact Analysis <br />>) Air Quality and Greenhouse Gas Emission Analysis <br />>) Phase 1 Initial Site Assessment (ISA) <br />ON -CAL I- N ka 114carx I N YZ)rKV I %_L_ �TIIOIAI <br />City of San Q�ound 20-280 5/1001 PageA-11 <br />
