to the City of Santa Ana for On -Call Environmental Services (RFP 21-105) <br />review of the historical records (topographic maps, Sanborn Fire Insurance Rate Maps, aerial <br />photographs, etc.), environmental lien search, environmental database review, property records <br />review (including previous environmental documents), site reconnaissance, property owners <br />interviews, and regulatory agency personnel interviews. The Phase I ESA report can be <br />incorporated into the CEQA/NEPA document. If RECs are identified, they will be clearly <br />identified in the Phase I ESA report, which will include recommendations for a Phase 11 ESA. <br />The Phase II ESA is intended to thoroughly investigate the chemicals of potential concern <br />(COPCs) suspected to be present in soil, soil vapor or groundwater beneath the project site. <br />The Phase II ESA will be conducted in accordance with ASTM Phase II ESA Standard E1903- <br />11. The scope of the Phase 11 ESA will be presented in a work plan for review and approval by <br />the Harbor Department. The Phase II ESA will include appropriate sample collection and <br />analyses, compare concentrations of COPCs to appropriate federal or state regulatory health <br />risk screening levels, and evaluate health risks to workers and occupants. The Phase 11 ESA will <br />clearly summarize results and provide potential mitigation measures to reduce their impacts to <br />the project. Results of the Phase 11 ESA will be clearly presented in the Phase II ESA report, <br />which can be incorporated into the CEQA/NEPA document. <br />Managing the Schedule to Meet Deliverable Objectives <br />Our approach to managing the schedule emphasizes the following: <br />♦ Determining resource needs — Looking at similar projects, researching data on specific <br />activities, consulting with managers of similar projects. <br />♦ Selecting the right schedule for type and complexity of project —Using Excel to <br />create a Milestone or Gantt chart for linear projects or Microsoft Project to produce a <br />CPM schedule. We will create a master calendar for this program so that all projects and <br />assigned staff are evident and so each staff member knows their schedule and their <br />responsibilities. <br />♦ Disseminating the project schedule — Providing the schedule to the City and <br />consultant project team, Project Managers, and senior management; reviewing the <br />schedule during the project kickoff meeting; updating it as needed with project reporting <br />meetings; and attaching it to the project execution plan. <br />♦ Managing the schedule — Tracking planned against actual progress and using <br />schedule compression as necessary to complete the project on time. Compression <br />techniques can include adding qualified staff from other Southern California offices or <br />other resources to shorten the time required for a task; performing tasks in parallel that <br />were originally to be done in sequence; or by splitting tasks so that subsequent tasks <br />can begin early. <br />jVk <br />ECORP Consulting, Inc.
