His experience includes permitting, ambient <br />monitoring, dispersion modeling, health risk assessment, design of pollution control technology, evaluation <br />of air pollution control alternatives, development of air toxics emission inventories, calculation of GHG <br />emissions, offsite consequence analysis, design of environmental databases, survey design, source test <br />design and analysis, subsurface methane investigations, and regulatory analysis. Dr. Rogozen has the <br />experience to critically evaluate the work of experts in a variety of technical disciplines and has developed <br />a comprehensive quality assurance/quality control Program for UltraSystems environmental documents. <br />He has prepared Caltrans documentation for numerous projects, including PESs, air quality reports, <br />project -level conformity analyses, POAQC determinations, and initial site assessments. He has also <br />managed several projects that have included historic property survey reports and archeological survey <br />reports by UltraSystems staff. <br />EDUCATION <br />4• D.Env. Tetra Tech <br />is very familiar with the City's current and planned public works projects including First Street <br />Improvements Project, Lincoln Avenue Pedestrian Pathway Project, Well 32 and Pipeline Project, and the <br />Washington Well Project. <br />Tetra Tech is committed to providing the City of Santa Ana a team that can demonstrate strong <br />performance in environmental services to meet all the demands of the anticipated projects and ultimately to <br />deliver a successful project. <br />Environmental stewardship must be a key component in the design and implementation of public works <br />projects. The CEQA and NEPA processes and requirements vary significantly from project to project <br />presenting unique challenges in ensuring compliance with all environmental regulations.
