Employment <br /> opportunities in the construction trades are a vital pathway to middle-class stability for residents. <br /> This Agreement will provide access to work opportunities for students from Santa Ana's College <br /> Continuing Adult Education Apprenticeship Readiness Program at the Remington Center and <br /> Century High School with City projects as they enter the Joint Labor Management Training <br /> Programs operated by the Building Trades. <br /> CA state law already requires the payment of prevailing wages for public works projects. <br /> However, the systemic violation of these labor policies gives unscrupulous contractors an <br /> advantage in bidding for contracts.
