' VICENTE SARMIENTO
ORANGE COUNTY BOARD OF SUPERVISORS
SUPERVISOR, SECOND DISTRICT
COUNTY ADMINISTRATION NORTH BUILDING
400 W.CIVIC CENTER DRIVE.SANTA ANA,CALIFORNIA 92701
PHONE(714) 834-3220
June 6, 2023
Mayor Valerie Amezcua
Santa Ana City Council
26 Civic Center Plaza, Bch floor
Santa Ana, CA, 92701
Re: Orange County Board Supervisor Vicente Sarmiento's Statement in Support of renewed
Community Workforce Agreement (CWA)
I am writing to express my support of the Los Angeles and Orange Counties Building and
Construction Trades Council's (Building Trades) recommended renewed Community Workforce
Agreement(CWA)with the City of Santa Ana.
A genuine partnership with local labor organizations is fundamental to building a more robust
economy and training the next generation of skilled Santa Ana workers. Employment
opportunities in the construction trades are a vital pathway to middle-class stability for residents.
This Agreement will provide access to work opportunities for students from Santa Ana's College
Continuing Adult Education Apprenticeship Readiness Program at the Remington Center and
Century High School with City projects as they enter the Joint Labor Management Training
Programs operated by the Building Trades.
CA state law already requires the payment of prevailing wages for public works projects.
However, the systemic violation of these labor policies gives unscrupulous contractors an
advantage in bidding for contracts. This CWA will help to ensure that existing labor laws,
standards, and practices are implemented by all city contractors on a level playing field.
Thank you for your consideration.
Sincerely,
ZWZ_4_
Vicente Sarmiento
Orange County Board Supervisor, District 2
