We are requesting that you reject their proposed draft and amend with our proposed language in the chart below. Attached are both draft agreements (City Staff and Building Trades)for your comparison. I am also attaching the letter that City Manager Ridge sent whereas she is unilaterally submitting the City's draft Community Workforce Agreement(CWA)dated 4/21. This letter was the response we received after we replied to the City's proposal. In the many years of our experience, it has been usual and customary for City staff to present a mutually agreed upon document instead of unilateral imposing it. As you can see it is standard to have thresholds for Prime Multi Trade threshold amounts. They vary anywhere between $125,000.00 to $750,000.00 The chart below reflects that this is within the general range that we propose in all of our Agreements. The City's staff's outrageous. ro osal of$2.5 million and $1 million shall limit significantly the number of hours that can be worked by local residents and veterans. City Prime Multi Trade Amounts Prime Specialty Amounts Buena Park $500K $250K Carson $125K $25K Lancaster $175K $100K Palmdale $250K $100K West Hollywood $750K $100K Irvine $500K $150K Given the City's original proposal of$5.5 million for Prime Multi Trade and $1 million for Prime Specialty work were egregious proposals leading us to believe that they had no interest in ood faith ne otiations with the Building Trades. For your reference,the dollar thresholds in the expired City of Santa Ana Agreement were: Prime Multi Trade -$250K Prime Specialty Trade - $100K The current Union proposal dollar thresholds for the City of Santa Ana are: Multi Trade=$750K Prime Specialty Trade= $100K We also reject the language that annually adjusts for inflation by the California Construction Cost Index(CCCI). None of our Agreements have that and it isn't necessary.
