Proposal to provide <br />On -Call Landscape Architectural services — RFP No. 22-097 <br />Task 7 - Utility Improvement Plan <br />DEA will prepare a 1"=20' scale utility improvement plan (1-sheet) for approximately 100-linear feet of <br />domestic water and sewer line. This plan will depict proposed pipe size, service lateral / meter, trench details <br />and existing water and sewer connection points. The improvement plan is intended to provide wet utility <br />service connections to the proposed restroom building and community garden shed if necessary. The utility <br />improvement plan will be prepared in plan view only. <br />Task 8 — Erosion Control Plan <br />DEA will prepare a 1 "=20' scale Erosion Control Plan for the project area depicting temporary Best <br />Management Practices (BMPs) and other measures needed to prevent erosion of graded slopes, swales and <br />pads. <br />Task 9 - Horizontal Control and Signing and Striping Plan <br />DEA will prepare a horizontal control and signing and striping plan for the park area depicting a basis of <br />bearing, dimensions and control for proposed pertinent site features, parking and access circulation, striping <br />layout, ADA access path to adjacent public right-of-way or street, and parking and ADA signing details. <br />Task 10 — Off -Site Street Improvement Plans <br />DEA will prepare an off -site street improvement plan and profile improvement drawing. The plan will depict <br />proposed curb and gutter, pavement improvements, cross / longitudinal gutter, handicap ramps using the <br />Standard Plans for Public Works Construction (SPPWC). <br />Task 11 - Hydrology and Hydraulic Calculations/Report <br />DEA will prepare hydrologic and hydraulic calculations for the project area of watershed based on available <br />standards and specifications. A Rational Method analysis of the site will be performed utilizing the Small <br />Developed Area Method (less than 10 acres). <br />This analysis will serve as the basis to size any necessary on -site drainage pipe or inlet catch basins. This <br />analysis will also demonstrate if any additional off -site mitigation will be necessary to the improved project <br />area. Additional hydraulic calculations will be accomplished using WSPG and Flowmaster software. DEA will <br />submit the study to the City for review and approval at 60%, 90% and 100% completion. <br />Task 12 - Water Quality Management Program (WQMP) <br />DEA will prepare a Water Quality Management Program report and plan for the project to comply with the <br />standards set forth by the City and the Regional Water Quality Control Board. The Water Quality Management <br />Program plan will outline structural features and maintenance practices that will prevent pollutants from <br />entering the adjacent system and impacting downstream water quality. The plan will be presented in text and <br />graphic format for approval by the City. <br />Task 13 - Notice of Intent (NOII and Storm Water Pollution Prevention Plan (SWPPP) <br />Prior to construction, DEA will complete the Notice of Intent application to be filed with the Regional Water <br />Quality Control Board. Fees will be paid for by the City. As part of this application, DEA will prepare the Storm <br />Water Pollution Prevention Plan (SWPPP) for the proposed site. This plan will outline Best Management <br />Practices (BMPs) and other measures needed to reduce the potential for storm water pollution during <br />construction activities. DEA planners and engineers will review the grading plan and identify potential sources <br />of storm water pollutants. Based on this analysis, various BMPs will be called out for implementation during <br />the construction period. The SWPPP will be prepared in accordance with the California Storm Water Quality <br />Association guidelines for construction. Mitigation or monitoring of any source pollutants from the project area <br />is not considered a part of this task. The SWPPP will be submitted for review and approval at 90% and 100% <br />completion. <br />Task 14—Site Plan <br />DEA landscape architects will provide a site plan for the proposed items of construction. This plan will <br />designate features of the proposed project including placement, detail references, material and manufacturer <br />callouts, general construction notes, and specific elements of the overall design which are necessary for the <br />proper construction of proposed items. <br />12 1 March 15, 2023 I David Evans and Associates, Inc. <br />
