Statement of Qualifications <br />UNDERSTANDING OF NEED <br />As on -call for landscape architecture services, the PlaceWorks team is prepared to support the City <br />as it carries out parks and green space improvements. The City currently provides 1.1 acres of park <br />space per 1,000 residents and the 2022 Parks Master Plan set a goal of 3 acres per 1,000 residents. <br />Meeting this goal, along with providing the necessary upgrades and park maintenance that the plan <br />also recommends, will require strategic focus on park development, fundraising, and partnership. Our <br />team is excited to support these efforts as the City builds its park network for the future. We identified <br />the following key consideration for the City's selected on -call design team. <br />Support the City's Park Equity Goals. The City's Parks Master Plan also sets key initiatives focused <br />on park equity, access, and environmental justice to ensure that residents that park services respond <br />appropriate to public need. While new parks in areas with limited park access bring important new <br />opportunities for recreation, they face unique challenge of over use and high demand. Designing <br />resilient parks that can serve the population over the long term will be critical. <br />Engage the Community and Respond to their Needs. Parks are successful when the communtiy <br />embraces them and takes ownership over the space. Community participation in design and <br />implementation helps to build community support and ensure that a new park space responds to the <br />distinctive character of the neighborhood where it is located. <br />Consider Long-term Operation and Maintenance. Parks and trails are a long-term invesment and <br />require a dedicated staff to maintain them. Discussions with City operations and maintenance staff <br />are critical through all phases of design from intial considerations to detailed instructions for upkeep <br />of newly constructed facilities. Understanding these realities will ensure that the park does not set <br />unrealistic management goals and can provide a long-term asset to the community that is consistent <br />with the maintenance capacity of the City. <br />Provide High Quality Projects. No matter the scale or budget, the landscape architecture team <br />needs to deliver products that are well designed, realistic, and ready for the City to use. From a <br />conceptual design that will be used for grant applications to a final bid package, the project team must <br />use creativity and quality control to ensure that the final deliverables meet the City's needs. <br />Approach <br />While each project is unique, the PlaceWorks team has developed the following core practices that <br />ensure successful design and planning processes and project outcomes. <br />Following is a summary of the approach to various tasks described as needed in the RFQ. <br />Site Specific Master Planning & Concept Development <br />Most projects begin with conceptual design and site understanding. <br />■ Technical Expertise. In the initial phases of a project, we draw on our technical team members, <br />both subconsultants and in-house experts, for the needed technical information, base data and/ <br />or surveys. Our combined team for this effort has the breadth of experience to assess baseline <br />conditions for most park and trails projects, including resource assessments, survey and mapping, <br />and utlity assessments. In additional to our teaming partners, PlaceWorks has in-house experts in <br />air quality, noise, climate adaptation and site assessment (Phase 1). Because we regularly complete <br />design and environmental compliance concurrently, our teams are able to ensure well -coordinated <br />work products and schedules, as well as ensure that potential environmental issues and impacts are <br />considered during the planning and design phases. <br />Proposal for Services • PLACEWORKS 1-13 <br />
