<br />a history of providing successful projects together. We
<br />will achieve 10% utilization with Chaudhary, far ex-
<br />ceeding the City's established DBE goal of 0.5%.
<br />Key Personnel
<br />Towill is pleased to introduce the team of key person-
<br />nel we have chosen specifically for this contract. Our
<br />assigned key personnel will be available to the extent
<br />proposed for the duration of the required services.
<br />Towill acknowledges that no person designated as
<br />"key" shall be removed or replaced without prior writ-
<br />ten concurrence of the City of Santa Ana.
<br />At any given time of the year, Towill's active backlog
<br />represents —45% of our monthly capacity. Accordingly,
<br />we have more than enough capacity to support the
<br />anticipated requirements of this program.
<br />An organizational chart is included at the end of this
<br />section. Complete resumes for the following key indi-
<br />viduals are located in Appendix A.
<br />Survey Project Manager:
<br />James Rios, PLS
<br />James has 22 years of experience in
<br />land surveying as a Project Manager,
<br />Project Surveyor, Party Chief, and
<br />Mapping Manager. James has well
<br />rounded experience with a heavy
<br />focus on projects for Southern Cali-
<br />fornia public sector clients, including
<br />Orange County Public Works, the
<br />Cities of Moreno Valley and Yucaipa,
<br />the Port of Long Beach, and many
<br />others. His extensive experience includes performing
<br />field calculations, right-of-way and boundary surveys,
<br />and mapping.
<br />James regularly coordinates and oversees efforts in
<br />all aspects of land surveying, including research and
<br />analysis, title reports, rights -of -way, easements, Amer-
<br />ican Land Title Association (ALTA) surveys, topogra-
<br />phy, boundaries and mapping, construction staking,
<br />and the preparation and filing of subdivision maps,
<br />Corner Records, and Records of Survey.
<br />As Project Manager, James will be responsible for
<br />daily oversight of field survey crews and office survey
<br />staff, including progress tracking and reporting to the
<br />Principal -in -Charge. In addition, he performs research

<br />activities; prepares metadata and technical reports
<br />in accordance with contractual requirements; imple-
<br />ments QA/QC processes for all field and office sur-
<br />veying tasks; and verifies that the content and accura-
<br />cy of deliverables adhere to project specifications.
<br />Principal -in -Charge:
<br />Marvin E. Miller, MBA, RPP, PLS,
<br />CP, PPS, SP
<br />Marvin is an accomplished geomat-
<br />ics professional with 43 years of proj-
<br />ect/operations management, project
<br />design/implementation, and business
<br />leadership/consulting experience
<br />within the private sector disciplines
<br />of surveying, remote sensing, pho-
<br />togrammetry, enterprise GIS, and
<br />related geomatics services. During
<br />his career, Marvin has served as Principal in Charge,
<br />Project Manager, Technical Compliance Manager, and
<br />Surveyor of Record for numerous federal, state, and
<br />local agency project undertakings.
<br />As Principal -in -Charge, Marvin will be responsible for
<br />contract administration, including preparation of cost
<br />estimates, proposals, technical and administrative re-
<br />ports, and invoices. Additional responsibilities include
<br />monitoring budgets and schedules for compliance and
<br />acting as necessary to keep them within contractual
<br />parameters. He will perform oversight of all project
<br />group members and their functions and Independent
<br />Technical Review (ITR) of technical procedures, QA/
<br />QC procedures, and results (i.e., deliverables).
<br />Marvin will serve as James Rios' back-up when he
<br />is unavailable.

<br />Frank Borges, PLS
<br />Frank Borges is a Professional Land
<br />Surveyor and an Associate Principal
<br />at Towill with 23 years of experience.
<br />He has performed and supervised
<br />projects involving boundary sur-
<br />veys, legal descriptions and plats,
<br />topographic base maps, geodetic
<br />survey control, aerial mapping, ALTA
<br />surveys, monitoring surveys, con-
<br />struction staking, aeronautical surveys, hydrographic
<br />surveying, and LiDAR scanning for clients both private
