Elementary School Speech & Debate Team for Exemplary Academic Achievements. <br />3. Proclamation presented by Councilmember Mendoza declaring October 30 <br />to November 5, 2022 as Childhood Cancer Awareness Week. <br />4. Proclamation presented by Councilmember Penaloza declaring October 2022 as <br />National Pregnancy and Infant Loss Awareness Month. <br />5. Proclamation presented by Councilmember Phan declaring October 2022 <br />as Domestic Violence Awareness Month. <br />CLOSED SESSION REPORT— The City Attorney will report on any action(s) from <br />Closed Session. <br />MINUTES: City Attorney Sonia Carvalho stated there was no reportable action. <br />PUBLIC COMMENT — Public comments will be held during the beginning of the meeting for <br />ALL comments on agenda and non -agenda items, except for public hearings. Comments for <br />public hearings will take place after the hearing is opened. <br />MINUTES: Acting Clerk of the Council Norma Orozco reported the summary of the email <br />comments received, two (2) emails from Santa Ana residents regarding non -agenda items. <br />Twelve (12) emails in support of Item 25, including the proposed ordinance changes. Two (2) <br />emails in opposition to Item 25. <br />Andrew Rivas spoke on non -agenda items regarding Councilmember Hernandez. <br />Jennifer Rojas, policy advocate and organizer with ACLU Southern California, spoke on <br />agenda Item 22 and on policy language and recommendations for policy changes to the <br />Police Oversight Commission. <br />Fernando Delgado spoke on Item 22 and policy changes they would like to see with the <br />Police Oversight Commission. <br />Sonny Bianchi spoke on Item 22 and police accountability, transparency, and excessive <br />use of force. <br />Hector Bustos, Communications Director with Chispa, spoke on Item 22 and <br />amendments that they would like to see with the Police Oversight Commission. <br />Nathaniel Greensides spoke in support of Item 21 and mobile home tenants and <br />residents. <br />Bulmaro Vicente, Policy Director for Chispa, spoke on Item 22 and the changes they <br />would like to see with the Police Oversight Commission. <br />City Council 12 10/18/2022 <br />
