PROPOSALFOR <br />RFP NO.: 23-030 <br />LINCOLN AVENUE PEDESTRIAN PATHWAY, Santa Ana, CA <br />Tetra Tech provided engineering, geotechnical, <br />environmental, permitting, landscaping, surveying <br />and construction support services for this active <br />transportation project. The project was funded in part <br />by ATP state grant funds. The pedestrian pathway <br />runs parallel with Lincoln Avenue west of the existing <br />railroad tracks. The improvements commence at the <br />intersection of Lincoln Avenue and Park Lane, continue <br />north between the back of the residential properties and <br />the railroad tracks, and end at the existing Santiago <br />Trail, under the railroad bridge that crosses Santiago <br />Creek. The improvements included a 12-foot pathway <br />and railroad -approved safety fencing, drought tolerant <br />landscaping, pedestrian lighting, and a trailhead to <br />identify the pathway. <br />When the Lincoln and Fairhaven Avenue railroad crossing was closed permanently several years ago, <br />pedestrian and bicyclist access was also removed. The closure now requires motorized and non -motorized <br />users to travel an additional mile out of the way, causing a substantial impact for non -motorized users. The <br />construction of the project provides active transportation continuity to the Santiago Trail, connects to the <br />existing pedestrian pathway located along the east side of the railroad tracks, and enhances the aesthetics <br />of the area. The connection to the eastern pedestrian pathway provides the ability to traverse to the south <br />back to Fairhaven Avenue. <br />FIRST STREET PEDESTRIAN IMPROVEMENTS, Santa Ana, CA <br />Tetra Tech provided engineering, surveying and <br />construction support services for this sidewalk widening <br />project funded by ATP state and federal grant funds. The <br />project involved the widening of the existing sidewalks <br />along a 1.2-mile portion of First Street between Flower <br />Street and Standard Avenue in the City of Santa Ana. <br />In addition to the sidewalk improvements, the project <br />included retrofitting reconstructing drainage structures <br />including catch basins and parkway drains and installing <br />Green Streets Best Management Practices (BMPs) <br />to improve stormwater quality. Per the Water Quality <br />Management Plan (WQMP) that was prepared for the <br />project, proprietary flow -through filtration systems were <br />installed at select locations throughout the corridor. Due to the limited storm drain systems along the corridor, <br />a BMP could not be installed for each drainage management area. Instead, BMPs were installed at locations <br />throughout the corridor that had opportunities to connect the BMP outlet pipe to a nearby existing storm <br />drain catch basin. These BMPs were oversized to treat the impacted project area runoff as well as additional <br />offsite runoff, which is consistent with Section 2.7.2 of the Technical Guidance Document (TGD) that states <br />'treatment of comingled off -site runoff may be used to off -set the inability to treat areas within the project for <br />which significant constraints prevent the ability to provide treatment. <br />City of Santa Ana 0 <br />
