Tetra Tech understands the <br />regulatory framework and relationships from similar <br />assignments which have required coordination with <br />Federal, State, and Local Agencies representatives, <br />as well as a thorough knowledge of associate <br />regulations and guidelines related to legal <br />requirements, environmental compliance, permitting <br />and local codes and ordinances. <br />Regulatory Agencies: Tetra Tech is familiar and <br />has successfully completed projects within areas <br />under jurisdiction of the US Army Corps of Engineers <br />(ACOE) Regional Water Quality Control Board <br />(RWQCB) and California Department of Fish and <br />Game (CDFG) 1602. Projects that would involve <br />work within these areas may require a 404 permit <br />from the ACOE or a 401 Water Quality Certification. <br />BID AND AWARD PHASE <br />Bid Phase Support: If needed during the bid <br />phase, Tetra Tech will provide bid support services <br />to the City. Tetra Tech will attend pre -bid meetings, <br />respond to requests for information (RFI's), prepare <br />addendum as required to modify bid documents, <br />assist in the review of bids, bid qualifications, and <br />proposed contract language exceptions during the <br />construction contractor selection process. At the <br />conclusion of the process, Tetra Tech will provide <br />the City of Santa Ana with our recommendation for <br />award. <br />Pre -Bid Meeting Attendance: Members of our team <br />will attend City -led pre -bid meetings at the City's <br />designated location and, as applicable, attend/lead <br />a job walk of the project site to assist the City in <br />providing general and detailed project background <br />and answer questions raised by potential bidders <br />that are in attendance. <br />Assist with RFIs Addendum and Technical <br />Related Issues: Bidder related questions and RFIs <br />that arise during the bid phase will be submitted to <br />the City and forwarded to the Tetra Tech team. Our <br />team will prepare answers to these questions and <br />other RFIs for distribution by the City. As necessary, <br />Tetra Tech will prepare addendum to modify the <br />existing bid documents, construction drawings and <br />specifications for distribution to bidders by the City. <br />Bid Evaluation: Bid evaluation is of key importance <br />to avoid a bid protest by the unsuccessful bidder. <br />Upon receipt of bids at the City's designated <br />location, Tetra Tech will carefully evaluate each bid <br />received to ensure that the lowest bidder is also the <br />responsive and responsible bidder.
